The Hanoi People's Court has just issued a decision to bring 41 defendants to trial in the case that occurred at Phuc Son Group and related localities.
According to the decision, the trial panel consists of 5 members, chaired by Judge Tran Nam Ha. 6 prosecutors are assigned to exercise the right to prosecute and supervise trial activities.
The trial will open on June 24 and is expected to last 10 days.

Among the 41 defendants, Nguyen Van Hau (aka Hau "cannon") was prosecuted for three crimes: violating accounting regulations causing serious consequences; violating bidding regulations causing serious consequences; and giving bribes.
Nine defendants were prosecuted for bribery, including: Hoang Thi Thuy Lan (former Secretary of Vinh Phuc Provincial Party Committee), Le Duy Thanh (former Chairman of Vinh Phuc Provincial People's Committee), Pham Hoang Anh (former Deputy Secretary of Vinh Phuc Provincial Party Committee), Nguyen Van Khuoc (former Vice Chairman of Vinh Phuc Provincial People's Committee).
In addition, there are Nguyen Van Nhiem (former Deputy Director of the Department of Finance of Vinh Phuc province), Chu Quoc Hai (former Deputy Director of the Department of Natural Resources and Environment of Vinh Phuc province), Cao Khoa (former Chairman of the People's Committee of Quang Ngai province), Le Viet Chu (former Secretary of the Quang Ngai Provincial Party Committee) and Dang Van Minh (former Chairman of the People's Committee of Quang Ngai province).
Eight defendants were prosecuted for abusing their positions and powers while performing official duties, including: Pham Van Vong (former Secretary of Vinh Phuc Provincial Party Committee), Pham Quang Hung (former Chairman of Vinh Phuc Provincial People's Committee), Ha Hoa Binh (former Vice Chairman of Vinh Phuc Provincial People's Committee), Ngo Duc Vuong (former Secretary of Phu Tho Provincial Party Committee), Nguyen Doan Khanh (former Chairman, former Secretary of Phu Tho Provincial Party Committee)...
The remaining group of defendants were prosecuted for one of the crimes of taking advantage of influence over people in positions of power for personal gain; violating bidding regulations causing serious consequences; violating accounting regulations causing serious consequences.

Bribes of more than 132 billion to "monopolize" projects
Phuc Son Group was established in 2004 in Vinh Tuong District, Vinh Phuc, with the original name of Phuc Son Trading and Construction Company Limited. In addition to this legal entity, Hau "Pao" also established and operated a number of other companies, forming the Phuc Son "ecosystem".
Under the direction of Hau "Petrol", Phuc Son Group has gradually expanded its territory from a small scale, "taking over" a series of large projects in many provinces and cities across the country. To do that, the defendant directed subordinates or colluded with other units to commit violations of the law on bidding and accounting. This series of violations caused a total loss to the State of more than 1,168 billion VND.
In particular, bidding violations for personal gain caused a total loss to the State of 459.4 billion VND; leaving out real revenue from the books to gain a profit of 504.5 billion VND.

In particular, Hau "cannon" was accused of using relationships, money, and material benefits to connect and collude with many local officials so that these people could commit illegal acts, creating conditions for businesses in Hau's "ecosystem" to win bids for projects, causing particularly serious damage.
The prosecution agency determined that Hau "cannon" used 72.5 billion VND and 2.62 million USD (a total of more than 132 billion VND) to bribe a group of defendants, officials of Vinh Phuc, Phu Tho, and Quang Ngai provinces, and gave money to a number of other people.
Among those who received bribes from Hau "cannon", former Secretary of Vinh Phuc Provincial Party Committee Hoang Thi Thuy Lan was accused of receiving 25 billion VND and 1 million USD (equivalent to nearly 48 billion VND).
Former Chairman of Vinh Phuc Provincial People's Committee Le Duy Thanh received 20 billion VND and 1.3 million USD (equivalent to nearly 50 billion VND).
Former Deputy Secretary of the Provincial Party Committee, former Director of the Department of Construction of Vinh Phuc province Pham Hoang Anh received 400 million VND and 20,000 USD.
This group of defendants was accused of receiving money from Hau "cannon" to direct, illegally intervene, and create conditions for Hau to participate in the implementation of projects such as Wholesale Market, Phuc Son 2, and housing areas in Binh Duong commune, Vinh Tuong district...
Also in Vinh Phuc, many other officials received money from the Chairman of Phuc Son Group such as: Nguyen Van Khuoc, former Vice Chairman of the Provincial People's Committee, received 20,000 USD and 3 billion VND; Hoang Van Nhiem, former Deputy Director of the Department of Finance, received 1.45 billion VND; Chu Quoc Hai, former Deputy Director of the Department of Natural Resources and Environment, received 100 million VND and 20,000 USD.
In Quang Ngai, the group of officials accused of accepting bribes included: Dang Van Minh, former Chairman of the Quang Ngai Provincial People's Committee, received 22 billion VND and 200,000 USD; Cao Khoa, former Chairman of the Quang Ngai Provincial People's Committee, received 6.4 billion VND and Le Viet Chu, former Vice Chairman of the Quang Ngai Provincial People's Committee, received 6 billion VND.
A group of former officials of Quang Ngai province were identified as abusing their positions and powers to favor Phuc Son Group in participating in the Tra Khuc River South Bank Road Project, thereby receiving an exceptionally large amount of money as stated.
