Those eligible for an 8% pension increase starting in July 2026

Firstly, officials, civil servants, workers, employees and laborers (including those participating in voluntary social insurance; retirees transferred from the Nghe An Farmers' Social Insurance Fund), along with military personnel, public security officers and those working in classified positions who are receiving monthly pensions.

According to the draft Decree on adjusting pensions, social insurance benefits, and monthly allowances issued by the Ministry of Interior, expected to take effect from July 1, 2026, several groups of beneficiaries are proposed to receive an 8% increase in their pensions. Specifically:

Secondly, commune, ward, and town officials and part-time workers at the commune, village, and neighborhood levels who are receiving pensions or monthly allowances according to government decrees from various periods.

Thirdly, those receiving monthly disability benefits; those receiving benefits under Decision No. 91/2000/QD-TTg and Decision No. 613/QD-TTg; and rubber plantation workers receiving monthly benefits under previous regulations.

Fourth, commune, ward, and town officials are receiving monthly allowances under the policies in Decision No. 130-CP and Decision No. 111-HĐBT.

Fifth, military personnel are receiving monthly allowances according to Decision No. 142/2008/QD-TTg (as amended and supplemented).

Sixth, police officers are receiving monthly allowances according to Decision No. 53/2010/QD-TTg.

Seventh, military personnel, public security officers, and those working in cryptography are receiving monthly allowances according to Decision No. 62/2011/QD-TTg (as amended and supplemented).

Eighth, those who are receiving monthly compensation for work-related accidents or occupational diseases.

Ninth, those who were receiving monthly survivor's benefits before January 1, 1995.

Tenth, those who are receiving monthly benefits as stipulated in Article 23 of the Social Insurance Law of 2024.

Furthermore, according to Clause 2, Article 1 of the draft, the group of beneficiaries who retired and received pensions or allowances before January 1, 1995, after adjustment, if their benefit level is lower than VND 3,800,000/month, will continue to receive supplementary adjustments as prescribed, in order to ensure a minimum benefit level.

Regulations on the form of monthly pension payment

According to the regulations of the Vietnam Social Insurance, the schedule for paying monthly pensions and other social insurance benefits nationwide is as follows:

The organization pays monthly pensions and social insurance benefits to beneficiaries through the postal system as follows:

- Payment at designated payment points: From the 2nd to the 10th of each month, payments will be made for at least 6 hours per day at all designated payment points;

Payments will only be completed before the 10th for locations that have paid all beneficiaries on the list provided by the Social Insurance agency.

- Payment at post office branches: From the 11th of the month, payments will continue to be made at post office branches until the 25th of the month.

However, depending on the situation in each locality, the Social Insurance agency will adjust the pension payment schedule accordingly.
