New regulations for university lecturers.

TPO - Circular 26, recently issued by the Ministry of Education and Training, stipulates the professional standards for university lecturers, aiming to concretize the provisions of the Law on Teachers, including requirements for ethics, integrity, and scientific rigor of the teaching staff.

The circular stipulating professional standards for university lecturers includes three basic groups of standards: ethical standards; standards regarding training and professional development; and standards regarding professional competence and skills.

These standards are designed for each job title, ensuring stratification and suitability to the requirements of each position.

Specifically, the ethical standards emphasize requirements for quality, respect, fair and proper treatment of students; adherence to academic ethics regulations and ensuring scientific integrity and honesty in teaching, scientific research, publication of research results, and other professional activities.

Standards for training and professional development stipulate requirements for professional qualifications and training certificates according to professional standards. Standards for professional competence and skills focus on the ability to teach, conduct scientific research, apply technology, use foreign languages, and participate in professional development activities…

Establishing a standardized system in this direction provides a basis for higher education institutions to arrange, assign tasks, and evaluate faculty members according to job positions, while also serving as a basis for developing training, professional development, and faculty growth plans.

Regarding the professional standards for lecturers, the circular stipulates that lecturers must have a master's degree or higher relevant to their position and teaching field; possess a certificate of professional training for university lecturers; and be able to apply information technology and use foreign languages ​​in performing their duties.

Furthermore, as a principal lecturer, they must have led at least one innovative science and technology activity at the grassroots level or higher that has been successfully completed and achieved satisfactory results.

Chair or co-author at least one textbook for training purposes that has been reviewed and approved by the scientific council and put into use in training and professional development at the university level or higher; have at least three scientific articles.

For senior lecturers, the requirements include: a doctoral degree relevant to the field or specialization of teaching; participation in two scientific activities; supervision of at least two master's students or one doctoral candidate; and authorship of at least six scientific publications…

Circular No. 26 also stipulates transitional provisions to ensure the rights of university lecturers.

Accordingly, training certificates based on professional title standards issued before December 31, 2026, will be recognized as equivalent to professional standard training certificates under the new regulations.

Circular No. 26, in addition to inheriting the provisions of Circular No. 40 regulating the codes, standards for professional titles, appointment and salary classification for teaching staff in public higher education institutions, also expands its scope of application to lecturers in private institutions.

One of the notable points of the new circular is the expansion of its scope to include the entire faculty of universities, including lecturers, senior lecturers, and principal lecturers in public and private higher education institutions, as well as related organizations and individuals. This regulation contributes to ensuring uniformity in professional standards throughout the higher education system.

Previously, regulations only applied to teaching staff in public higher education institutions.

Circular 26 does not apply to lecturers at higher education institutions managed by the Ministry of National Defense and the Ministry of Public Security, in accordance with the specific characteristics of these forces.

According to the Ministry of Education and Training, the issuance of these new regulations aims to contribute to the completion of the legal framework for the development of university lecturers, creating an important foundation for improving the quality of education and training, and meeting the requirements for developing high-quality human resources in the new era.
