
According to the signed agreement, by 2030, the unit will implement a minimum of 5,000 housing units for workers. Specifically, the parties will cooperate in researching investment, surveying workers' housing needs, completing legal documents, and implementing the construction of housing projects for workers in accordance with the law. Housing models under study include rental and lease-to-own options.
The Ho Chi Minh City Federation of Labor will take the lead in surveying and compiling the housing needs of workers; coordinating with relevant agencies and assisting in the review and approval of eligible tenants and rent-to-own applicants in accordance with regulations.
Go Holding Group and Le Nguyen Landfill and Construction Company Limited will be responsible for researching land plots, developing investment plans, completing legal documents, and directly acting as the investor for the projects.
This is one of the concrete steps to realize the goal of developing 200,000 social housing units in Ho Chi Minh City by 2030, while also meeting the growing housing needs of low-income workers.
Mr. Ho Mai Hung, General Director of Go Holding Group, said that the cooperation will be the solution to the difficult problem of developing large-scale rental and lease-to-own housing, resolving market bottlenecks and meeting the extremely large needs of workers today.
To calculate appropriate rental or lease-purchase costs for workers, the company will apply a formula based on the current average worker's salary. Specifically, the total cost of living, food, and housing must be below 60% of income, so that workers can maintain their livelihood, and the remaining 40% is for savings.
According to a review by the Ho Chi Minh City Federation of Labor, by mid-May 2026, more than 3,100 workers needed to rent housing and over 30,000 needed to rent-to-own housing. Recently, the city's Federation of Labor has signed cooperation agreements with four businesses to develop approximately 110,000 housing units for low-income workers to rent or rent-to-own. These include two eco-urban areas in Chau Duc and Xuan Son communes with a total projected investment of over 7,100 billion VND, providing housing for approximately 42,000 people. In addition, a project in Binh Khanh commune on a land area of over 55,000 m² is also being studied for implementation.
