The joy of settling down

Thanks to government support and community contributions, many sturdy houses have been completed before the War Invalids and Martyrs Day on July 27th, contributing to providing stable housing for families entitled to preferential policies.

Peace and comfort under the roofs

Having moved into her new house a few days ago, Mrs. Ho Thi Thuan (66 years old, Ban Mai village, Song Vang commune) could not hide her joy and gratitude for the attention of the Party and the State.

Ms. Thuan said that the old house she built after returning from the Southwest border war in 1981 is now dilapidated, affecting her daily life.

“Through the survey, my family received 60 million VND in support from the policy to eliminate temporary housing for people with meritorious service. In addition, I was able to borrow 40 million VND at a low interest rate, with a repayment period of up to 15 years. My son also accessed preferential loans for young entrepreneurs amounting to 100 million VND. Thanks to this support, my family has built a solid house and can live in peace,” Ms. Thuan shared.

Similarly, with a grant of 60 million VND from Resolution 13 of the People's Council of Quang Nam province (formerly), Ms. Dinh Thi Thoi (Pa Nan village, Song Vang commune) borrowed an additional 60 million VND, including 40 million VND from preferential loan sources, to build a sturdy house.

Ms. Thoi said: "Honestly, without the support of the government, my family certainly wouldn't have had the motivation to borrow money to build a house."

Mrs. Thoi confided that, in order to truly "settle down and prosper," she always reminds her children and grandchildren to understand and appreciate the care and attention of the Party and the State towards those who have rendered meritorious service; to always strive to work hard, repay loans as soon as possible, and develop economically .

Efforts to reach the finish line

During the period 2023-2025, Tam Anh commune (formed by the merger of three former communes: Tam Hoa, Tam Anh Bac, and Tam Anh Nam) had 33 cases approved for support to eliminate temporary and dilapidated houses for people with meritorious service. Notably, in addition to the 60 million VND from Resolution 13 of the People's Council of Quang Nam province (formerly), these individuals also received an additional 20 million VND from the budget of Nui Thanh district (formerly).

Mr. Vo Dang Tuyen, an official of the Vietnam Fatherland Front Committee of Tam Anh commune, said that during the implementation process, the local authorities regularly inspected and monitored to ensure the progress. To date, all 33 houses have been handed over, bringing joy to the families of war veterans.

In Song Vang commune, Chairman of the People's Committee Le Van Tu said that in the period 2023-2025, the entire commune has 8 approved cases of people with meritorious services receiving support, of which 7 houses will be built in 2025. Immediately after the commune was established (merging the old Ba and Tu communes), the local authorities promptly reviewed the data and accelerated the implementation process to avoid any disruption to the task.

“Noticing that some construction projects were behind schedule, commune officials closely monitored the situation, regularly urged progress, and were ready to mobilize emergency response teams to provide support when needed. To date, seven houses have been completed and handed over to people with meritorious service before July 27th,” Mr. Tu said.

Since July 1st, immediately after the merger into a new provincial-level administrative unit, the Da Nang City People's Committee held a meeting to assess the progress of eliminating temporary and dilapidated houses. As of July 9th, four houses for war veterans and relatives of martyrs had yet to be started, while the deadline for handover was before July 27th as directed by the Prime Minister.

Chairman of the Da Nang City People's Committee, Luong Nguyen Minh Triet, requested that departments, agencies, and localities further enhance their sense of responsibility, working with "commands from the heart," showing affection and respect for policy beneficiary families, meritorious individuals, and relatives of martyrs. This will help these households quickly find stable and safe housing, ensuring "no one is left behind."

The commune-level authorities are directly assigned to monitor and understand each household's circumstances, identify difficulties and obstacles, clarify the reasons for delays in implementation or unfinished construction, and then propose timely solutions.

The rapid response forces were also assigned to be ready to assist with dismantling, leveling the ground, digging foundations, construction, repairs, etc.

Immediately afterwards, localities that were still behind schedule actively got involved. Houses for war veterans and relatives of martyrs are being completed in the final stages to be handed over before July 27th.

This is a truly humane gift, expressing gratitude to those who sacrificed themselves for the cause of national liberation and nation-building.

During the period 2023-2025, a total of 3,513 people with meritorious service and relatives of martyrs in Da Nang city will receive support for repairing or rebuilding houses under the policy of eliminating temporary and dilapidated houses.

In particular, in the former Da Nang city area, all 1,602 houses were completed and handed over by the end of June 2025, with a total cost of nearly 55 billion VND.

In addition to the support stipulated by the central government, the local authorities also provide an extra 40 million VND per newly built house and 10 million VND per house for repairs. For the former Quang Nam province, the total number of houses implemented is 1,911.

Specifically, support under Government Decision No. 21 has a total capital requirement of nearly 31.2 billion VND (80% from the central budget, 20% from the provincial budget); and support under Provincial People's Council Resolution No. 13 has a total capital requirement of over 52.7 billion VND.
