This is the first time that the educational support staff in public educational institutions have received such clear attention, bringing great joy to many officials and staff working in these institutions.

Practical source of encouragement

The government has recently issued Decree No. 182/2026/ND-CP “Regulations on preferential allowances based on profession for teachers, educational administrators, and educational support personnel working in public educational institutions” (Decree 182). According to this Decree, school staff are officially entitled to a 20% preferential allowance based on profession. Notably, this policy will be applied from January 1, 2026.

After nearly 14 years of working as a school health officer at Ta Van Ethnic Boarding Junior High School (Tung Vai commune, Tuyen Quang province), Ms. Loc Thi Luu said that this policy has been awaited by the school staff for many years.

"This is truly good news for us. The policy not only contributes to improving our lives but also demonstrates the concern and recognition of the Party, the State, the Ministry of Education and Training, and other relevant agencies for the school staff," Ms. Luu shared.

Educational support staff are the unsung heroes who contribute to the smooth operation of the school. What Ms. Luu appreciates most is that the Decree will be implemented from January 1, 2026. Accordingly, in addition to receiving allowances from the date the policy takes effect, she will also be able to claim the difference for the past period.

According to Ms. Luu, once the policy is fully implemented, her monthly income will increase significantly, expected to reach over 15 million VND/month. This is a practical source of encouragement that helps her and many other school staff members feel secure in their work and continue to be committed to the profession.

"This policy is not just about income; it also carries a great deal of spiritual significance. We clearly feel the sharing and appreciation for those who are working to serve and care for students in the school," Ms. Luu confided.

According to statistics from the Ministry of Education and Training, there are approximately 150,000 civil servants nationwide working in support and service roles in schools; including over 37,800 accountants; over 32,100 medical staff, over 35,100 librarians, nearly 32,300 laboratory equipment staff, and over 13,600 other staff such as IT, clerical, treasury, educational affairs, and disability support.

For accounting staff, teaching staff, laboratory equipment staff, and disability support staff, upon recruitment, appointment, and salary classification according to the A0 civil servant salary coefficient, the salary coefficient ranges from 2.10 to 4.89 (salary for those with less than 10 years of service is approximately 3.6 million to 4.8 million VND/month; for those with more than 10 years of service until retirement, it ranges from 5.4 million to 8.8 million VND/month, excluding social insurance contributions).

In addition, accounting and treasury staff receive a responsibility allowance of 0.1 times the base salary (equivalent to VND 180,000/month). Laboratory equipment staff receive a responsibility allowance of 0.2 times (equivalent to VND 360,000/month).

Other staff members, such as those in libraries, healthcare, clerical work, and information technology, who are newly recruited and appointed to professional positions, are classified as civil servants with salary grades B, ranging from a salary coefficient of 1.86 to 4.06 (salary for those with less than 10 years of service: 3.3 to 4.0 million VND/month; salary for those with more than 10 years of service until retirement: 4.4 to 7.3 million VND/month, excluding social insurance contributions).

Healthcare workers receive a preferential allowance of 20% of their basic salary, while clerical, library, and IT staff do not receive this allowance.

Let's not forget those who make unsung heroes.

Having dedicated herself to the education sector until her retirement, Ms. Tang Thi Ngoc Mai - former Deputy Director of the Department of Education and Training of Tra Vinh province (now Vinh Long province), and a member of the 14th National Assembly - highly appreciated Decree 182 for the first time including educational support staff in public educational institutions in the group eligible for a 20% professional allowance.

According to Ms. Mai, this policy has profound humanitarian significance, demonstrating comprehensive concern for the staff working in the school, not only teachers but also those who are supporting educational activities on a daily basis.

The library staff, equipment managers, school health staff, IT staff, school counselors, etc., although not directly involved in classroom teaching, always play a crucial role in ensuring the quality of education and a safe and effective learning environment for students. They are the unsung heroes, yet for many years they have not received the compensation they deserve.

Considering that the 20% allowance is a well-deserved recognition of the contributions of this workforce, Ms. Mai emphasized that, more importantly, Decree 182 shows that the education sector does not neglect any link in the school system.

Receiving preferential allowances based on their profession not only contributes to improving their income but also motivates education support staff to work with peace of mind and continue to be committed to the profession in the long term.

"This is also an important step in ensuring fairness and consistency in policies for those serving in the field of education," Ms. Mai emphasized.

Although they do not constitute a large proportion of the school staff, according to Mr. Le Tuan Tu - former Director of the Department of Education and Training of Khanh Hoa province, the educational support staff plays a crucial role in ensuring the operation of educational institutions.

In the context of digital transformation and the implementation of the 2018 General Education Program, the workload of this team is increasing. They are directly involved in operating activities related to STEM, practical experiments, information technology, digital classroom safety, smart classrooms, and many other professional support tasks…

"This is a silent force that makes a practical contribution to the quality of education and the efficient operation of the school," Mr. Tu noted, while also agreeing with and highly appreciating the regulation in Decree 182 that school staff will officially receive preferential allowances based on their profession from January 1, 2026.

According to Mr. Tu, paying attention to the educational support staff will contribute to ensuring the stable operation of the school, improving the effectiveness of implementing educational reform tasks, and meeting the requirements for human resource development in accordance with the policies and resolutions of the Party and the State.

Representatives from the Department of Teachers and Educational Management Staff (Ministry of Education and Training) stated that, for the first time, the support staff in public educational institutions are receiving significant attention through regulations granting them a 20% preferential allowance based on their profession. This is a silently but extremely important force in school operations, including library staff, equipment managers, school health services, information technology specialists, and school counselors. Receiving this preferential allowance motivates them to contribute and remain committed to the field.
