Make even greater and more decisive efforts in implementing the lightning-fast 'Quang Trung Campaign'.

The Government Office has just issued a notice summarizing the conclusions of Prime Minister Pham Minh Chinh at a meeting on the progress of the "Quang Trung Campaign" to rapidly rebuild and repair houses for households damaged by the recent storms and floods.

On December 17, 2025, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting on the progress of the "Quang Trung Campaign" to rapidly rebuild and repair houses for households whose homes were destroyed, swept away, or severely damaged by recent storms and floods. Attending the meeting were Deputy Prime Minister Tran Hong Ha, leaders of the Ministries and ministerial-level agencies: Agriculture and Environment, National Defense, Public Security, Construction, Finance, Culture, Sports and Tourism, State Bank of Vietnam, Government Inspectorate and the Government Office; leaders and representatives of the following agencies: the Central Committee of the Vietnam Fatherland Front, the Central Committee of the Ho Chi Minh Communist Youth Union, Vietnam News Agency, Voice of Vietnam Radio , Vietnam Television, and the following corporations: Vietnam Electricity (EVN), Vietnam National Energy and Industry Corporation (PVN), Vietnam Post and Telecommunications Corporation (VNPT), and Viettel. At the local venues, the Chairpersons of the People's Committees of the provinces and cities from Quang Tri to Lam Dong were present.

After hearing the Ministry of Agriculture and Environment's comprehensive report on the situation and progress of the "Quang Trung Campaign," reports from localities, and opinions expressed at the meeting, the Prime Minister concluded as follows:

Regarding the reconstruction and repair of houses for households whose homes were destroyed, swept away, or severely damaged by the recent storms and floods, the Prime Minister emphasized that rebuilding and repairing houses for these households is a humane and compassionate act; it must be done with the highest sense of responsibility and with heartfelt compassion for the people; putting oneself in the position of those who lost their homes due to natural disasters.

According to the Ministry of Agriculture and Environment, the "Quang Trung Campaign" has achieved many positive results to date: 1,653 houses were destroyed, collapsed, or swept away by floods (Gia Lai and Dak Lak provinces suffered the most damage). To date, 1,622 houses have been rebuilt (98.1%), 474 houses have been completed, and 31 houses are yet to be rebuilt (1.9%). Of the 35,731 houses damaged and requiring repair, 32,559 have been repaired (90.3%), 3,429 are currently undergoing repairs (9.7%), and 43 houses remain unrepaired.

The Prime Minister commended the provinces and cities, especially Dak Lak, Gia Lai, and Da Nang, for their focused efforts in rebuilding and repairing a large number of houses last week; the corporations EVN, PVN, VNPT, and Viettel for providing financial support for rebuilding and repairing houses for households whose homes were destroyed, swept away, or severely damaged by the recent storms and floods; Vietnam Television, Vietnam Radio, Vietnam News Agency, and other media outlets for their effective communication on the natural disaster situation and the "Quang Trung Campaign," especially highlighting exemplary cases and best practices; and the military, police, and youth forces for their support in helping people overcome the consequences of the natural disaster.

Regarding some urgent tasks in the coming period, the Prime Minister requested that ministries, sectors, and localities continue to review and direct with the spirit of the "Quang Trung Campaign" - without gunfire, but achieving resounding victory to bring joy to people who lost or had their homes damaged by natural disasters, so that people can soon "settle down and make a living," with the goal of completing all house repairs by December 31, 2025, and completing all new construction by January 31, 2026.

Specifically: The Chairpersons of the People's Committees of provinces and cities, especially Gia Lai and Dak Lak provinces, must make greater and more decisive efforts in rebuilding and repairing houses for households whose homes were destroyed, swept away, or severely damaged by the recent storms and floods. During the implementation process, if difficulties or obstacles arise (regarding funding, land, mobilization of forces, materials, design, etc.), they must proactively and promptly handle them within their authority, reporting to the Prime Minister on issues beyond their authority; there should be no reason to fail to complete this task; and they must urgently proceed with the construction of the remaining houses.

Strictly adhere to the reporting schedule and requirements set by the Prime Minister (before 5 PM every Friday), ensuring accuracy in content and timing; designate a focal point to provide information to the Ministry of Agriculture and Environment, the Ministry of Finance, and the Government Office during the campaign's implementation. Continue to encourage and call on people to help each other with the spirit of "those who can help with labor, those who can help with resources, those who can help with much, those who can help with little, those who can help with whatever they can, wherever it is convenient"; localities should provide materials and design; the military and police forces should support with construction labor, material transportation, and environmental cleanup; and people should be encouraged to contribute additional money and effort to build new houses or repair existing ones.

The Ministry of National Defence, the Ministry of Public Security, and the Central Committee of the Ho Chi Minh Communist Youth Union continue to support forces participating in the construction and repair of houses for people in localities; the Ministry of National Defence and the Ministry of Public Security mobilize vehicles, forces, and ensure manpower to support people in building and repairing houses with the spirit of "Our army comes from the people, serves the people," and "forgetting oneself for the country, serving the people."

The Ministry of Agriculture and Environment, in coordination with local authorities, closely monitors the situation, promptly handles emerging issues within its jurisdiction, and reports to the Prime Minister on matters exceeding its authority.

The Government Inspectorate has selected several localities to inspect the management and use of funds allocated to support the recovery from storms and floods, and to build and repair houses for households whose homes were destroyed, swept away, or severely damaged by the recent storms and floods.

EVN, PVN, VNPT, and Viettel corporations continue to actively support localities with funding for rebuilding and repairing houses for households whose homes were destroyed, swept away, or severely damaged by the recent storms and floods.

News agencies and media outlets continue to publicize, through various platforms and media channels, the results of the "Quang Trung Campaign," examples of good people and good deeds, advanced models, and effective methods.

Regarding the repair of shared infrastructure, the Prime Minister requested that localities urgently compile a complete and accurate list of shared infrastructure facilities (community centers, schools, health stations, cultural centers, etc.) that need repair or restoration; calculate the ability to self-finance, propose the need for support from the central budget, and submit it to the Ministry of Agriculture and Environment, the Ministry of Finance, and the Government Office before December 20, 2025, for compilation and reporting to the Prime Minister for consideration of support according to regulations.

Regarding the restoration of production, business, and the repair of transportation infrastructure and other works, relevant ministries, sectors, and localities, according to their assigned functions, tasks, and authority, need to actively and proactively get involved immediately with the spirit of prioritizing the well-being and happiness of the people, with heartfelt compassion; the central budget should support localities in proactively assisting people in restoring production and business, especially in purchasing livestock and plant seeds, and supplies to restore agricultural production (repopulating livestock herds, planting crops, aquaculture, etc.); if they cannot balance the funds themselves, they should report and propose to the Prime Minister according to his authority; under no circumstances should the lack of funds prevent or delay the restoration of agricultural production and business.

Local authorities are urged to promptly compile complete and accurate statistics on transportation infrastructure and other projects requiring repair and restoration; the necessary needs for restoring production and business; calculate the ability to self-finance; and propose support needs from the central budget. These reports should be submitted to the Ministry of Agriculture and Environment, the Ministry of Finance, the Ministry of Construction, and the Government Office before December 20, 2025, for compilation and reporting to the Prime Minister for consideration and support as prescribed.

The Government Office hereby informs relevant ministries, agencies, and localities to be aware of and implement this.
