Efforts to implement Health Insurance

In the past time, the Provincial Party Committee and the Provincial People's Committee have led and directed the serious implementation of Directive No. 38-CT/TW, dated September 7, 2009 of the Secretariat on "Promoting Health Insurance in the new situation" (Directive) and achieved positive results. The dissemination, dissemination, inspection and supervision of the implementation of the Directive have been carried out regularly. After 15 years, the health insurance coverage rate in the whole province increased from 46.3% in 2009 to 93.7% in 2023; the number of people using health insurance for medical examination and treatment has increased; 100% of health insurance facilities in the province have implemented health insurance for medical examination and treatment using chip-embedded citizen identification cards, contributing to shortening time and procedures and improving the quality of service for the people.

Positive results

In Tam Nong district, after 15 years of implementing the directive, the health insurance coverage rate in the whole district increased from 70% in 2009 to 92% in 2023, of which 100% of the poor, social policy beneficiaries, near-poor people, children under 6 years old, people over 80 years old were issued health insurance cards, 100% of students participated in health insurance. Through each stage, the total health insurance revenue and expenditure ensured the assigned plan, the number of people receiving health insurance treatment increased, in the period 2020-2023 alone, the total health insurance revenue reached 200 billion VND, completing the set plan; the total health insurance expenditure was 185 billion VND, ensuring the right spending according to the assigned plan; there were more than 347,000 people receiving health insurance treatment.

In order to carry out the assigned tasks, the provincial Social Insurance has coordinated well with the Department of Health and the Department of Finance to strengthen the management of the health insurance fund, ensuring safety and efficiency, avoiding abuse and profiteering of the health insurance fund. At the same time, it has strengthened propaganda, expanded and improved the quality of activities of health insurance collection service organizations, creating the most favorable conditions for people to participate in family health insurance.

Up to now, the whole province has over 254,000 people participating in family health insurance. Deploying information technology applications, especially the health insurance appraisal system, connecting health insurance data to 100% of medical facilities in the province, strengthening inspection of the implementation of health insurance contracts, the health insurance health insurance network has been consolidated and developed. Facilities, equipment, and medical supplies at health insurance facilities have been invested, renovated, upgraded, and mastered many specialized techniques in health insurance health insurance. The system of health insurance facilities basically meets the needs of the people; the spirit and service attitude of medical staff have been significantly improved. Synchronize solutions

To effectively implement health insurance work in the new situation, the provincial Social Insurance and its member units have synchronously deployed solutions, including promoting advisory work for Party committees and authorities at all levels; mobilizing the participation of the entire political system, strengthening the activities of the Steering Committee for implementing social insurance and health insurance policies at all levels; closely coordinating with Party committees and local authorities and political and socio-political organizations to promote innovation in propaganda, dissemination and implementation of the Party's guidelines and policies and the State's laws on health insurance.

Promote the development of health insurance participants, focusing on students, people in farming, forestry and fishery households with average living standards, and people participating in family health insurance; fully and promptly resolve health insurance benefits for participants. At the same time, strengthen the inspection and examination of compliance with health insurance laws; safely and effectively manage financial revenue and expenditure sources; promote the application of information technology in health insurance appraisal; strictly control, manage and effectively use the health insurance fund. Direct the promotion of administrative procedure reform (AP) in implementing health insurance policies; gradually implement the one-stop mechanism in resolving regimes and policies. Complete infrastructure, promote the application of information technology to conduct electronic file transactions, statistics, surveys, make lists of family health insurance participants, manage and issue health insurance cards, creating convenience for organizations and individuals in resolving administrative procedures related to health insurance.

• By the end of the first quarter of 2024, the total revenue from social insurance, health insurance, unemployment insurance, occupational accident and disease insurance in the province reached over 1,300 billion VND, equal to 23.86% of the plan assigned by Vietnam Social Security, completing the set plan. Through promoting direct communication, more than 800 people participated in family health insurance. With the motto "Taking people and businesses as the subject and service center", the provincial Social Security has strongly reformed administrative procedures, bringing all social insurance, health insurance procedures and direct transactions to the Public Administration Service Center, the "one-stop" department of districts, cities and towns. All insurance agencies send staff with professional capacity, rich experience, professional and polite working style when receiving and guiding people and businesses to conduct transactions.

Effectively implement health insurance policies; rapidly and sustainably increase health insurance coverage, strive for universal health insurance coverage. Coordinate well in organizing medical examination and treatment for people with health insurance cards, ensuring the rights of health insurance participants according to regulations. Coordinate with state management agencies to conduct inter-sectoral inspection and examination of the management and use of health insurance funds. At the same time, continue to innovate health insurance communication work in terms of content and form, focusing on and appropriate to each group of participants, especially the group participating in family health insurance.

The provincial Social Insurance sector continues to synchronously deploy solutions, closely following the tasks and solutions stated in Directive No. 38-CT/TW of the Secretariat to effectively organize the implementation of policies and laws on health insurance; focus resources to successfully implement the targets according to Resolution No. 60-NQ/TU, dated September 29, 2021 of the Provincial Party Standing Committee on the implementation of social insurance, health insurance, and unemployment insurance policies in Phu Tho province in the period of 2021-2025, striving to have over 94% of the population participating in health insurance by the end of 2025.
