Russian State Duma Speaker Vyacheslav Volodin announced on May 10 that he had received President Putin's nomination to reappoint Mishustin as prime minister , according to TASS. The State Duma then held a vote to approve the nomination on the same day.

"President Vladimir Vladimirovich Putin has submitted to the State Duma the nomination of Mikhail Vladimirovich Mishustin for the position of prime minister," Russian State Duma Speaker Vyacheslav Volodin announced on his Telegram account.

Volodin reiterated that this year marks the first time in modern Russian history that parliament has the power to shape the structure of the government . "We are entering a new phase of cooperation between the legislative and executive branches," said the Speaker of the Russian State Duma. Previously, all cabinet positions were appointed by presidential decree.

According to the 2020 amended Constitution, the Russian parliament not only has the power to approve the prime minister, but also to decide on the positions of deputy prime ministers and federal ministers. Meanwhile, the president appoints and has the power to dismiss the prime minister while retaining the entire cabinet.

At the State Duma session starting at 2 PM yesterday (Moscow time), Mr. Mishustin first addressed all members of the Lower House. Following this, MPs took turns asking questions, and Mr. Mishustin had to present solutions to the tasks assigned to the cabinet by President Putin, including economic and regional development, and increasing Russia's defense capabilities in the coming period.

In the subsequent vote, the Lower House unanimously agreed with the prime minister candidate chosen by President Putin.

Forming a cabinet

The Russian Federation's constitution allows for a cabinet-forming process that can last several weeks after the president takes office. However, RT notes that the transfer of power to the new government actually happens quite quickly.

According to RT, at a meeting of the outgoing cabinet earlier this week, President Putin praised the cabinet members. To date, there are no signs that the Russian leader will carry out a major cabinet reshuffle for the new term.

The previous cabinet included veteran figures such as Sergei Shoigu, who headed the defense ministry since 2012, and Sergei Lavrov, who was responsible for implementing Russian foreign policy for two decades.

According to Sputnik News, President Putin nominates candidates to head ministries relevant to the country's security, including the Ministry of Defense, the Ministry of Internal Affairs, the Ministry of Justice, the Ministry of Emergency Situations, and the Ministry of Foreign Affairs, to the Russian Federation Council (i.e. , the Senate) . The Russian Senate then votes to approve these positions.

The remaining cabinet ministerial positions will be filled by the new prime minister, who will submit a list of nominees to the State Duma for approval. Mishustin (58 years old) was appointed prime minister by President Putin in January 2020, replacing Dmitry Medvedev. His term has faced numerous significant challenges, including the Covid-19 pandemic and Russia's special military operation in Ukraine.

Despite these difficulties, Mishustin managed to maintain the stability of the Russian economy, especially after Ukraine's allies imposed successive sanctions on the country. One of the countermeasures was Mishustin's initiative to simplify investment procedures in Russia. Since October 2023, this initiative has been applied to citizens and companies from 25 "friendly" countries, including China, India, Brazil, Saudi Arabia, Türkiye, Kazakhstan, and Belarus.

According to the Russian Constitution, the prime minister is the first to assume the position of acting president until Russia holds the next election in the event that the incumbent head of the Kremlin resigns, is dismissed, or temporarily leaves office due to illness.

Belarus and Russia conduct tactical nuclear exercises.

Yesterday, TASS quoted Belarusian President Alexander Lukashenko as saying that Russia and his country are conducting exercises with tactical nuclear weapons to respond to the new situation. "An escalation is underway. What should we do in this situation? We need to prepare, including with these dangerous (tactical nuclear) weapons," Lukashenko emphasized.
