On the afternoon of September 29, in Hanoi, the Ministry of Science and Technology (MOST) held a ceremony to celebrate the 80th anniversary of the Post and Telecommunications sector, the 66th anniversary of the Science and Technology sector and the 1st Patriotic Emulation Congress. This is an important political and social event, an opportunity for the entire S&T sector to review the glorious history, pay tribute to previous generations, and affirm the pioneering role of science, technology, innovation and digital transformation in the cause of national development.

In his opening speech at the ceremony, Minister of Science and Technology Nguyen Manh Hung said that on August 15, 1945, in Tan Trao - the sacred historical land of the revolution, the National Conference of the Indochinese Communist Party decided to establish the Specialized Transportation Committee.
That event was like the first brick, laying the foundation for the Vietnam Postal Service - the core of the national "information bloodline". Along with post and telecommunications, revolutionary science and technology took shape and asserted itself in the midst of the fire of war.
In 1986, the 6th Party Congress initiated the Doi Moi process, a major historical milestone, opening an era of innovation and integration for the country and also a turning point for the Post and Telecommunications and Science and Technology sectors.

Science and technology have transformed Vietnam from a country with a lack of food into a country with self-sufficiency in food and a leading rice exporter in the world, mastering the technology to build many large projects, such as the 500KV North-South transmission line, self-elevating oil rigs at a depth of 120m, building ships of over 100,000 tons, building cable-stayed bridges, highways, organ transplants and vaccine production, mastering telecommunications network technology, high-tech weapons, ranking 44th in the world on the global innovation index.
Regarding Post and Telecommunications, Vietnam is a leading country in digitizing telecommunications networks, launching satellites, opening the market, popularizing mobile, Internet, post and delivery services to the entire population, building digital infrastructure, implementing digital transformation, population database, and digital identification of the entire population through VNeID. Vietnam is in the top 30 in the world in post and telecommunications services.
On March 1, 2025, the Ministry of Science and Technology and the Ministry of Information and Communications will be merged into the Ministry of Science and Technology.
“The 2025 - 2030 term is the first term of the merged Ministry of Science and Technology; the first term to implement Resolution 57 of the Politburo on Breakthrough in science and technology development, innovation and national digital transformation; the first term to comprehensively innovate in post - telecommunications and science and technology; the first term to bring the three strategies of science and technology, innovation and digital transformation under one roof; the first term, science and technology, innovation and digital transformation take on the mission of being the central driving force to realize the aspiration of Vietnam rising up to become a developed country with high income” , Minister Nguyen Manh Hung emphasized.
The 80th anniversary of the Post and Telecommunications sector, the 66th anniversary of the Science and Technology sector and the 1st Patriotic Emulation Congress are not only occasions to express gratitude and pride for the past journey, but also an affirmation and commitment for the new journey.
Speaking at the ceremony, General Secretary To Lam said that the merger of the two sectors of Post and Telecommunications and Science and Technology into the Ministry of Science and Technology is a strategic decision, demonstrating the vision of the Party and State. That is to unify the focal point, resonate resources, improve leadership and management efficiency, so that science and technology, innovation and digital transformation become the central driving force of development.
“Unify to concentrate, avoid dispersion; so that each investment resource is used effectively; so that businesses, scientists, and people have a reliable address to accompany and support. This is an important step to realize Resolution 57 of the Politburo, making science and technology, innovation and digital transformation a breakthrough national policy in the new development period,” the General Secretary emphasized.

According to General Secretary To Lam, an overarching and consistent task of the Ministry of Science and Technology is to take the lead in successfully implementing Resolution 57 of the Politburo with all the key directions and tasks included in the Resolution.
The Ministry of Science and Technology needs to focus on drastic actions, concretizing them with practical and effective actions, creating clear changes in practice, spreading strongly throughout society. To do that, among the many tasks of Resolution 57, the General Secretary emphasized three key pillars that the Ministry and the science and technology sector need to focus on in the coming time, which are:
Regarding breakthrough institutions and favorable environment: With its advisory and creative functions, the Ministry must proactively propose and perfect the legal system, mechanisms and policies to encourage innovation and promote digital transformation.
Institutions are not only for management, but also for unleashing resources, turning potential into reality, turning Vietnamese intelligence into products, technology, and added value. In addition, it is necessary to quickly issue outstanding policies, have testing mechanisms for new technologies; at the same time, boldly empower and protect those who dare to think, dare to do, dare to take responsibility for the common good.
Regarding core technology, digital infrastructure and spearhead industries: With the function of State management, the Ministry must orient and lead the development of spearhead technology fields of strategic significance such as semiconductor industry, artificial intelligence, biotechnology, new materials, atomic energy for peaceful purposes, ensuring energy security, serving green and sustainable development...
At the same time, focus on building a modern, synchronous, and secure national digital infrastructure, considering it the central nervous system of national governance and the development of the digital economy and digital society. In choosing technology, do not chase after cheap, outdated solutions but be determined to take shortcuts, take the lead, access advanced technology, and participate deeply in the global value chain.
Regarding resources, human resources and innovation ecosystem: With the function of connecting and coordinating, the Ministry must promote the mobilization and effective use of resources for science and technology; increase the proportion of budget expenditures and encourage enterprises and venture capital funds to participate. Investment in science and technology, innovation and digital transformation must be considered a long-term strategy, accepting delays and risks, but must be steadfastly pursued because it is an investment for the future.
At the same time, there must be a special mechanism to attract and utilize domestic and foreign talents; encourage innovative startups, and link university and postgraduate training with practical needs. Enterprises need to truly become the center of the innovation ecosystem, the subject of solving the "big problems" of the country; institutes and schools are the foundation, and intellectuals and talents are the driving force.
Finally, General Secretary To Lam gave the science and technology sector 10 words: Autonomy - Intelligence - Technology - Breakthrough - Integration.
Also at the ceremony, the Ministry of Science and Technology was honored to receive the First Class Labor Medal. Minister of Science and Technology Nguyen Manh Hung received the First Class Fatherland Protection Medal.
