From early morning on May 19th, a torrential downpour lasting for many hours caused localized flooding in several streets and alleys in some wards of Cam Pha, Quang Hanh, Mong Duong, and Hoanh Bo, as the water could not drain quickly enough.
In many areas, rainwater and mud flooded people's homes; many cars and motorbikes were unable to move and were forced to stop in the middle of the road.

The flooding occurred during rush hour, affecting traffic and disrupting people's lives.
By around 8:30 AM, the rain had stopped, and the water on the roads began to recede. According to information from local authorities, at this time, there is virtually no more localized flooding.

Given the complex weather developments, communes, wards, and special zones in Quang Ninh province have directed functional forces to be on standby at areas experiencing heavy rainfall and flooding, ready to assist people in relocating their belongings; and to implement measures to clear waterways and drain water to minimize damage caused by heavy rain and flooding.

In addition, local authorities also requested households to proactively cooperate with relevant agencies in implementing flood prevention and control measures; actively cooperate in clearing drainage ditches and canals; and work with public utility units to collect waste, preventing garbage from clogging water inlets and drains, thereby contributing to reducing flooding in the area.
According to the National Center for Meteorological and Hydrological Forecasting, moderate to heavy rain and thunderstorms may continue from now until the night of May 20th; rainfall will generally range from 40-80mm, with some areas receiving over 250mm. The meteorological agency warns of the risk of flooding in low-lying areas, flash floods, and landslides in mountainous regions.
