OCOP - the driving force for rural economic development

By effectively exploiting local potential, combining the preservation of traditional culture and the application of science and technology, the One Commune One Product (OCOP) Program not only creates a chain of quality products but also brings economic benefits and increases sustainable income for Ninh Binh people, becoming one of the key solutions in the rural economic development strategy in the province.

Leverage to promote production and business activities Launched in 2018, the OCOP program in Ninh Binh initially had only 54 products recognized as meeting standards.

After more than 5 years of implementation, the number of products achieving OCOP certification has increased nearly 4 times. The province currently has 209 OCOP products, of which 67 products have achieved 4-star status and 6 products have potential for 5-star status.

Ninh Binh OCOP products belong to a variety of groups: Food, herbs, souvenirs, furniture, decoration, rural tourism services... In which, the products are focused on production according to VietGAP standards, organic, completely handmade, contributing to building a value chain towards a circular economy , linking tradition and innovation.

Many products have promoted the strengths and potentials of the region, carrying a "unique story" about the typical culture, traditional crafts, building a brand associated with the place name such as: Gia Thuy pottery (Gia Thuy commune, Nho Quan district); Gia Vien shrimp paste; Yen Mac sour sausage (Yen Mo); Kim Son sedge; Khanh Thanh vegetables (Yen Khanh)... In particular, the raw materials are all utilized and available locally, creating OCOP products that are specialties, playing the role of "ambassadors" to convey meaningful production and startup stories.

With the desire to start a business from the abundant agricultural resources of her homeland and create jobs for the people, Ms. Nguyen Thi Lanh, Director of Bao Son Foods Company Limited (Hung Tien Commune, Kim Son District) has had 5 years of impressive agricultural product development.

From the initial product of tea bags, the Company now produces 12 typical agricultural products of Kim Son region such as: mangrove honey, wine, Day River fish sauce... of which 5 products have been certified OCOP, 100% of raw materials are purchased from people and cooperatives in the province.

Ms. Lanh said: To serve production and support farmers in consuming agricultural products, the Company signed contracts with about 10 agricultural cooperatives in the province. On average, it consumes about 100 tons of fresh agricultural products each year for cooperative members.

In the process of building OCOP products, people have also gradually changed their production and business thinking from passive and dependent to active and creative, creating major changes in terms of commerce. Online sales are increasingly popular, OCOP products are distributed stably in large store systems and have clearly improved and upgraded packaging and designs.

Ms. Pham Thi Hoa, Director of Huan Hoa Bird's Nest Cooperative, said: Previously, the facility was only a small business, mainly selling raw bird's nests, without a brand, label or machinery to serve the refining of bird's nests, so the selling price was low, and customers were quite hesitant when deciding to use it.

After participating in the OCOP program, the local authorities created conditions for participating in trade promotion, providing thorough consultation from the production process to design, packaging and business orientation, thereby increasing sales of goods and creating jobs for more than 10 local workers.

Successful in building brand and product reputation, leading to significant increase in output and revenue, the OCOP program has contributed to creating jobs, increasing income for people to stabilize their lives and shift the rural economic structure.

Maintaining and improving the quality of OCOP products Based on favorable natural conditions and abundant labor force, Ninh Binh is identified to have great potential to develop diverse agricultural products and craft villages under the One Commune One Product (OCOP) Program. Especially combined with tourism, bringing OCOP products as gifts and serving tourism services of the province.

Comrade Nguyen Thi Lan Anh, Deputy Director of the Department of Agriculture and Environment, said: In essence, OCOP products may have the same name, but the products of one locality are still different from other localities, different in historical factors, product stories or the circumstances that created it. Therefore, the Ninh Binh OCOP Program determines not to pursue quantity but to focus on creating differences for the province's products.

Products that have achieved OCOP status must reflect the unique characteristics of Ninh Binh countryside, have long-term vitality and create a good unique mark. That is also the province's goal of developing OCOP products associated with the format and identity of the Ancient Capital.

However, according to the Deputy Director of the Department of Agriculture and Environment, despite many achievements, the Ninh Binh OCOP Program still faces many challenges such as: Limitations in the capacity of the subjects, increasingly high demands on production standards, flexible promotion and trade promotion...

To continue promoting the effectiveness of the OCOP program and overcoming limitations, in 2025 and the following years, specialized agencies will focus on policies and support solutions to promote product development, improve product quality and production capacity, gradually approach the market associated with the value chain, aiming to build unique OCOP products, increase value and sustainability in rural economic development.
