How did Mr. Mai Tien Dung help Nguyen Cao Tri?

The Ministry of Public Security's Investigation Police Agency has just completed the investigation conclusion of the case of Bribery, Receiving Bribes, and Abusing Position and Power while Performing Official Duty that occurred in Lam Dong Province and a number of related localities.

In this case, Mr. Mai Tien Dung, former Minister and Head of the Government Office, was proposed to be prosecuted for the crime of Abusing position and power while performing official duties.

According to the investigation, Mr. Mai Tien Dung stated that Nguyen Cao Tri is a businessman. In 2020, when the COVID-19 epidemic broke out, Mr. Tri joined the Government in fighting the epidemic, sponsored ventilators and medical supplies to fight the epidemic, so the two knew each other and occasionally met and talked.

On the afternoon of October 4, 2020, Nguyen Cao Tri made an appointment and then met Mr. Mai Tien Dung at Mr. Dung's office at the Government Office.

After talking about the COVID-19 epidemic and the sponsorship of ventilators, Mr. Tri presented the petition of Saigon Dai Ninh Company to extend and delay the progress of the Dai Ninh project and asked Mr. Dung to report to the Government leaders to direct the transfer of the petition to the Government Inspectorate for settlement.

Defendant Tri then affirmed that he had reported and proposed this content and was supported by Mr. Dung's "superiors". Therefore, Mr. Mai Tien Dung assigned his subordinates to carry out Tri's request.

After that, the application of Saigon Dai Ninh Company was still not resolved by the Government Inspectorate, so on January 16, 2021, Nguyen Cao Tri made an appointment with Mr. Dung to have breakfast at the Guest House 35 Hung Vuong (Hanoi).

At that time, Tri said that he was instructed by Mr. Tran Van Minh, Deputy Inspector General of the Government (who passed away in March 2023), to continue sending a second petition to the Government Office and asked Mr. Dung to report to the Permanent Deputy Prime Minister for "stronger direction" so that the Government Inspectorate could inspect, review, and resolve the matter. Thus, Mr. Minh would have the basis to form a team to resolve the project's restoration.

Therefore, Mai Tien Dung wrote a note "transferring Department I for early handling" on the petition of Saigon Dai Ninh Company, and assigned his subordinates to ask for the opinion of the Permanent Deputy Prime Minister to continue transferring the petition to the Government Inspectorate for settlement. The case was later successful, and the Government Inspectorate issued a conclusion "changing the direction" in favor of Nguyen Cao Tri.

The former Minister's testimony showed that he signed the petition for Nguyen Cao Tri because he thought Tri had asked the Government leaders. Apart from signing the petition, Mr. Dung did not sign any other documents because he was not the person assigned to be in charge of this field and did not have a decisive role in the Government Office transferring the petition to the Government Inspectorate for settlement.

During the investigation so far, Mr. Mai Tien Dung admitted that he received 200 million VND from Mr. Tri as a thank you. In addition, Mr. Tri also supported 380 million VND to buy souvenirs (tea sets) for the Government Office's anniversary celebration.

According to the investigation conclusion, Mr. Dung cooperated with his family to pay back 580 million VND for remedial measures.
