Conclusion of inspection of projects with difficulties and problems in Ninh Binh province

On November 21, the Government Inspectorate issued a notice concluding the inspection of projects with difficulties and problems in Ninh Binh province.

Four projects subject to inspection include: Trang An eco-tourism area infrastructure construction project; Bai Dinh pagoda mountain infrastructure construction component project; Day River right dike renovation and upgrade project from Km8+380 to Km32+400; Ninh Binh Province Maternity and Pediatrics Hospital construction project.

The inspection results show that, in addition to the achieved results, the implementation of the above 4 projects still has many limitations, shortcomings and violations.

At the Trang An eco-tourism infrastructure construction project, the Government Inspectorate determined that the planning and approval overlapped and lacked consistency. The project was in Group A but was not submitted to the People's Council for discussion and decision, and was not submitted to the specialized management ministry to organize the appraisal of the adjusted basic design.

When deciding to adjust the project to increase capital, the Provincial People's Committee determined that the entire capital source for project implementation provided by the Central budget was unfounded and did not ensure sufficient capital balance to implement the project... In September 2025, the Department of Tourism of Ninh Binh province issued a decision to adjust the budget estimates for construction items of this project, reducing the budget by more than 100 billion VND.

At the Bai Dinh Pagoda infrastructure construction component project, the inspection agency found that the land acquisition was not consistent with the approved land use plan and planning; the basic design was not submitted to the specialized management department for appraisal; the environmental impact was not assessed... Also in September, the Ninh Binh Provincial Department of Tourism issued a decision to adjust the project's construction item estimates, reducing the estimate by more than VND2.2 billion.

Regarding the Maternity and Pediatrics Hospital project, the Government Inspectorate pointed out that the project adjustment exceeded the total investment but the Provincial People's Committee did not re-evaluate. The Provincial People's Committee approved and approved the project adjustment using government bond capital without documents or opinions on capital sources from the Central agency, without consulting the People's Council... Currently, the project is facing difficulties and problems with capital sources, with overdue debt for basic construction of more than 794 billion VND. The investor has implemented the State Audit's recommendation to reduce more than 13 billion VND.

At the Day River right dike project, the Government Inspectorate concluded that the Provincial People's Committee approved and approved project adjustments using government bond capital without any documents or opinions on the capital source from the Central agency; did not specifically determine the capital structure of government bond capital and other legal capital sources... Currently, the project is facing difficulties and problems with capital sources; outstanding debt for basic construction is more than 1,200 billion VND. The investor has implemented the recommendations of the State Audit on reducing payment by nearly 50 billion VND.

Transfer to the investigation agency if there are signs of criminality

The Government Inspectorate concluded that the responsibility for the above limitations, shortcomings and violations belongs to the collectives and individuals involved in approving, managing and implementing the project. Specifically, including the Provincial People's Committee, leaders of the Provincial People's Committee, advisory departments, agencies, relevant units and individuals, and investors over the periods.

The Government Inspector General recommended that the Prime Minister direct the People's Committee of Ninh Binh province to organize a review of the responsibilities of the collectives and individuals who allowed the shortcomings and violations to occur as stated in the inspection conclusion.

Based on the review results of departments, branches, agencies and units, the Chairman of the Provincial People's Committee shall handle responsibilities according to his authority or recommend competent authorities to consider and handle responsibilities of collectives and individuals according to regulations.

"During the implementation process, if any signs of criminal law violations are detected, they will be transferred to the investigation agency for handling according to the provisions of law," the Government Inspectorate's announcement stated.
