Using national reserves to support flood response

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 226/CD-TTg dated November 21, 2025 on strengthening the management and use of national reserve goods to support and respond to rain and floods in the Central region.

Telegrams sent to the Ministers of: National Defense, Public Security, Finance, Agriculture and Environment, Health; Provincial Party Secretaries, Municipal Party Committees, Chairmen of People's Committees of provinces and centrally run cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, clearly stated:

In November 2025, due to heavy rain and floods in the Central region, widespread flooding and serious landslides occurred in many areas, disrupting traffic, cutting off key routes, directly affecting people's lives, activities and safety.

The Government and the Prime Minister have issued many documents and telegrams directing the focus on responding to and overcoming the consequences of floods and commending Party committees and authorities at all levels for their great efforts in preventing and overcoming the consequences of recent storms and floods. Localities have urgently organized the evacuation of people from dangerous areas, and at the same time deployed rescue forces to support people. In order to strengthen the management, issuance and use of national reserves to continue supporting people in overcoming the consequences of natural disasters, stabilizing their lives and preventing and fighting epidemics after floods, the Prime Minister requested the Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of the above-mentioned provinces and centrally-run cities to focus on immediately implementing the following tasks and solutions:

Review national reserve items to ensure the type, quantity and quality meet the requirements for immediate supply.

1. The Ministry of Finance shall preside over and coordinate with relevant ministries, agencies and localities to:

a) Review national reserve items to ensure the types, quantities, and quality meet the requirements for immediate distribution in sudden and urgent situations, serving the work of preventing and overcoming the consequences of natural disasters, floods, landslides, etc.

b) Synthesize the local demand for national reserves to immediately decide on the issuance of support and relief according to authority and current regulations, ensuring promptness, timeliness, correct target, type, quantity, quality and reaching people in affected areas as soon as possible.

c) Direct national reserve units to prepare vehicles and human resources to transport and deliver national reserve goods 24/7. Organize delivery to the correct designated location, ensuring safety during the transportation and delivery process.

d) Continue to review and perfect the national reserve institution to ensure synchronization and proactive preparation of resources and reserve capacity, quick, timely and effective support, and to avoid being surprised in any situation, especially in sudden and urgent situations.

Distributing national reserves to isolated and flooded areas

2. The Ministry of National Defense and the Ministry of Public Security, according to their functions, tasks and authority, shall preside over and coordinate with relevant ministries, agencies and localities:

a) Review national reserve goods under management, proactively issue national reserve goods according to authority and legal regulations to support localities in overcoming consequences of natural disasters, search and rescue.

b) Mobilize forces and vehicles to participate in the transportation, preservation and distribution of national reserve goods to isolated and deeply flooded areas, ensuring security and order during the process of receiving and distributing relief goods.

3. The Ministry of Agriculture and Environment and the Ministry of Health, according to their functions, tasks and authority, shall preside over and coordinate with relevant ministries, agencies and localities:

a) Prepare sufficient quantity and types of national reserve goods according to the assigned plan; synthesize the national reserve goods needs of the agricultural and medical sectors of localities to be ready to issue support according to authority and regulations.

b) Direct relevant units to organize the issuance, transportation, and delivery of national reserve goods in accordance with regulations, promptly, and conveniently.

Direct distribution to each affected person, ensuring timeliness, transparency, and absolutely no negativity.

4. People's Committees of provinces and centrally-run cities:

a) Closely monitor the developments of natural disasters, floods, and landslides in the area; proactively report and accurately and fully identify urgent needs for national reserve goods during and after floods to promptly propose and recommend to ministries and agencies for consideration and support according to regulations.

b) Organize the reception, management and use of national reserve goods allocated for the right purposes and to the right subjects. Direct local authorities to organize direct distribution to each household and affected people, paying attention to poor households, policy families and people in isolated areas, ensuring support for people quickly, promptly, publicly and transparently, absolutely not allowing negativity, loss and waste to occur.

5. Assign Deputy Prime Minister Ho Duc Phoc and Deputy Prime Ministers, according to their assigned tasks, to direct, urge, and inspect ministries, agencies, and localities in the implementation of this Official Dispatch.

6. The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch and report to competent authorities on issues beyond its authority.
