Breaking down administrative barriers to attract global talent

GD&TĐ - A series of policies are expected to remove administrative barriers, creating a truly open and competitive environment to attract global talent.

The National Assembly's Draft Resolution on a number of specific mechanisms and policies to make breakthroughs in education and training development puts forward a group of policies on international integration in education and training.

This group of policies aims to remove administrative barriers, create a truly open and competitive environment to attract global talent, and enhance the position and attractiveness of Vietnamese education in the international arena. Specifically as follows:

Firstly, on visa exemption and work permit: Breakthrough policy, transforming the approach from administrative barriers to competitive advantages. Accordingly, a 5-year pilot visa and work permit exemption for foreign experts and scientists is underway, aiming at the goal set out in Resolution 71-NQ/TW of recruiting at least 2,000 excellent lecturers from abroad.

Second, regarding management confirmation: Key universities and higher education institutions are allowed to confirm that foreign experts and scientists with doctoral degrees who are invited to manage, teach, conduct scientific research, and conduct academic exchanges at their institutions are not subject to work permits according to the criteria issued by the Minister of Education and Training .

The confirmation by the higher education institution replaces the procedure of requesting confirmation from the competent local authority. The higher education institution is responsible for the legality of the diplomas, certificates and working conditions of foreign experts and scientists according to the provisions of law.

Third, on organizing international conferences and seminars: Higher education institutions and vocational education institutions organize international conferences and seminars in specific sectors and fields according to regulations of the Minister of Education and Training; and make notifications according to the form issued by the Minister of Education and Training.

Fourth, on the cooperation in establishing branches of foreign higher education institutions in Vietnam: Encourage Vietnamese higher education institutions and foreign higher education institutions in the group of 500 higher education institutions ranked highest in the world's prestigious higher education institution rankings in one of the three most recent years to cooperate in establishing branches of foreign higher education institutions in Vietnam under the public-private partnership (PPP) method in the education sector.

Fifth: Regarding allowing international students to work part-time: The policy allows international students to work up to 20 hours/week to ensure living expenses, cultural experiences, and working environment in Vietnam, contributing to attracting more international students.

In reality, in the context of global competition for high-quality human resources, Vietnam's current regulations on visa procedures and work permits for foreign experts and scientists are still complicated and cumbersome, creating unnecessary administrative barriers.
