During the afternoon session on September 29th, delegates attending the first Phu Tho Provincial Party Congress divided into 7 discussion groups, focusing their contributions on major contents of the draft Political Report, the draft Resolution and Action Program to implement the Congress Resolution; and the draft documents of the 14th National Party Congress.

In his presentation to the Congress, Mr. Dang Cong Hoa, Secretary of the Party Committee of Tam Duong commune, affirmed: " Education and training have always been identified by our Party as a top national priority, a decisive factor in the destiny of the nation." In particular, Resolution 71-NQ/TW dated August 22, 2025, of the Politburo on breakthroughs in education and training development has set forth the requirement to consider this a key task and a strategic breakthrough to build and develop high-quality human resources.
Following the merger, Tam Duong commune directly manages its preschool, primary, and secondary school systems. Currently, the school network is stable; out of 15 public schools, 14 meet national standards, with 8 achieving level 2 standards. Basic infrastructure meets requirements; the teaching staff is sufficient in number and has a high percentage of qualified teachers. Universal education is sustainably maintained, and the quality of preschool, primary, and secondary education has seen many positive changes. Simultaneously, moral education, lifestyle education, and life skills training for students are also emphasized; cultural, artistic, and sports activities create conditions for students' holistic development.

However, according to Mr. Hoa, many difficulties remain in reality. Some schools lack functional rooms and physical education facilities; teaching equipment is not yet standardized with the 2018 General Education Program. Local teacher shortages and surpluses still exist at the primary and secondary levels. Many administrators are still hesitant to embrace innovation and have not yet fully played their leadership and guidance roles. Experiential learning activities, STEM education, and digital skills training are only in their initial stages, and their effectiveness and reach are not yet high.
Furthermore, education in Tam Duong, like many other localities, is facing significant pressure from social and contemporary issues. These include uneven development between public and private schools; school violence, especially online violence; an increase in autistic and depressed children, and a lack of care due to family difficulties or parental divorce. Along with this are pressures from parents and society regarding academic achievement, grades, and exams; and challenges from artificial intelligence, big data, and the explosion of knowledge.
Mr. Hoa emphasized: "These are realities that we, especially education administrators at all levels, need to frankly acknowledge, change, and implement a comprehensive set of solutions to gradually minimize these shortcomings and limitations."
Ready solutions
The 2025-2026 school year will be the first year that Party committees and authorities at all levels implement Resolution No. 71. According to the Secretary of the Tam Duong Commune Party Committee, the commune's Party Committee has identified the motto "Discipline - Creativity - Breakthrough - Development" as its guiding principle, and has also set forth key solutions to improve the quality of education, meeting the requirements of rapid and sustainable development.
That is, strengthening the leadership and guidance of Party committees and authorities. The commune Party committee will issue a specialized resolution on education, aiming to raise awareness, innovate thinking, and awaken political determination to develop education comprehensively.
We prioritize building a teaching and management team that is sufficient in quantity and strong in quality. Training and professional development will be emphasized, especially in the application of technology and digital transformation in teaching and management. Tam Duong aims to build a school governance model that is open, transparent, and effective; applying artificial intelligence and digital technology to improve the quality of teaching and learning.

Continue to prioritize budget allocation for education, while promoting social mobilization and attracting resources from businesses and social organizations. The goal is to gradually standardize and modernize facilities and equipment. Alongside this, we will encourage learning and talent development, build a learning society, and create a favorable environment for all citizens to engage in lifelong learning.
Emphasis will be placed on political, ideological, moral, and life skills education. A healthy school culture will be built through preventing school violence, equipping students with social media etiquette skills, and safe living skills in the digital environment. Extracurricular activities, talent clubs, sports, and arts will be promoted to help students develop comprehensively in terms of intellect, physical health, and spirit.
Mr. Hoa affirmed: "In the coming period, there will be many advantages but also significant difficulties and challenges. Education needs to focus on consolidating and equipping learners with the most basic and fundamental knowledge. Today's generation of students – the future generation of the country – will possess the core values, skills, and new competencies of the era, meeting the goals set forth in Resolution 71 of the Politburo."
