During the 2021-2025 period, the network and scale of schools and classes throughout the province were arranged conveniently, ensuring the learning rights of students. Localities actively and proactively prepared subject-specific classrooms and teaching equipment to meet the conditions for organizing two-session-per-day teaching and implementing the 2018 General Education Program according to the roadmap.

Schools and educational institutions have done a good job of mobilizing students of school age to attend classes at the beginning of the school year; strengthening management measures to minimize the number of students dropping out mid-way; and improving the quality of education to reduce the rate of students repeating grades. The staff and teachers assigned to the universal education program are always enthusiastic in their work, with a high sense of responsibility, meeting the requirements of the task.
All localities are carrying out the task of universal education and eradicating illiteracy with high determination; being flexible in developing teaching plans suitable for students and the specifics of each subject; and promoting the application of information technology in management, planning, and organizing teaching activities.
Thanks to this, the implementation of universal education in the province has achieved many outstanding results. 100% of commune-level and provincial-level units have met the standards for universal preschool education for 5-year-old children; 100% of commune-level units have met the standards for universal primary education at level 3, and provincial-level units have met the standards for universal primary education at level 3; 100% of commune-level units have met the standards for universal lower secondary education at level 3, and the province has met the requirements for universal lower secondary education at level 3.
Confirming these results, on May 12, 2025, the Ministry of Education and Training issued Decision No. 1278/QD-BGDĐT recognizing Quang Ninh as having achieved Level 3 standards for universal primary education and Level 3 standards for universal lower secondary education as of December 2024. With this decision, Quang Ninh became one of the top 10 localities nationwide to achieve the highest standards for universal primary education, lower secondary education, preschool education, and literacy eradication.
At Binh Lieu Primary and Secondary School, with 995 students and 47 teachers, the school is gradually stabilizing its organization after the merger and improving the effectiveness of its teaching. Accordingly, the school focuses on maintaining student enrollment and monitoring daily attendance. Regular assessments of student abilities are conducted, allowing teachers to adjust teaching methods accordingly and ensuring students complete the curriculum at the appropriate age.
The school organizes teaching and learning in two sessions per day, in accordance with the directives of the province and the education sector. This model plays a crucial role in consolidating students' knowledge, thereby improving the completion rate of the curriculum at both levels and creating a solid foundation for universal education.
The quality of the teaching staff is also a highlight of the school, with 22 primary school teachers achieving the title of excellent teacher at the school level, and 3 teachers achieving the title of excellent teacher at the provincial level; at the secondary school level, 50% achieved the title of excellent teacher at the provincial level. This is an important factor that helps the school meet the criteria for universal education, from professional standards to teaching quality.

Furthermore, 100% of the school's staff, teachers, and employees are proficient in using information technology in teaching and management. The school has implemented numerous digital transformation training courses, encouraged the development of digital learning materials, and equipped all junior high school students with information technology skills. Several initiatives, such as the application of AI in teaching and the innovation of assessment using digital technology, have contributed to improving the effectiveness of teaching and learning in the school.
Quang Ninh's achievements demonstrate the province's efforts in improving the quality of universal education, creating a sustainable foundation for every student to have access to knowledge, and contributing to the development of a skilled workforce to meet the development requirements of the next phase.
