Breaking the mold in terms of thinking and vision.

The aspiration for a prosperous and beautiful Thanh Hoa , worthy of its rich and glorious historical traditions and profound cultural heritage, has always been the burning desire of generations who were born, raised, and "returned" to this land. Only when illuminated by the light of a groundbreaking resolution, with its specific mechanisms and policies, and fueled by an indomitable will to overcome challenges, will this long-held aspiration find a solid foundation for realization...

Effectively implementing Resolution No. 58-NQ/TW and Resolution No. 37/2021/QH15 is a prerequisite for Thanh Hoa to soon become a prosperous, beautiful, and civilized province. (In the photo: Thanh Hoa City - the provincial capital of Thanh Hoa province).

If Resolution No. 58-NQ/TW of the Politburo outlines major directions for a prosperous, beautiful, and civilized Thanh Hoa, then Resolution No. 37/2021/QH15 of the National Assembly, with its specific mechanisms and policies, acts as a "breakthrough" in existing mechanisms, encouraging innovative thinking and creative approaches to gradually realize the spirit and content of Resolution No. 58-NQ/TW, which is also the realization of the aspiration for a "model" Thanh Hoa.

Burning aspirations of Thanh Hoa province

Speaking of Thanh Hoa is speaking of "the place with the most beautiful nature, as well as the richest historical memories" (H. LeBreton). This is not difficult to prove, because Thanh Hoa is likened to "a miniature Vietnam" with its vast forests and waterfalls, undulating hills, fertile deltas, and gently sloping silver seas... And every place on this land has its own unique mountains and scenic spots, each containing a story imbued with epic qualities. Therefore, the author of "Historical Records of Dynastic Constitutions" – historian Phan Huy Chu – did not hesitate to use effusive praise when speaking of Thanh Hoa, saying: "The flourishing beauty of the land has given birth to many kings and generals; when the essence gathers, many scholars emerge (...); the prosperity is so great that it deserves to be at the top of the country!"

And more specifically, if we liken Vietnamese history to a 5-meter-long string, with each century corresponding to 1 millimeter, then from Mount Đọ to the Sơn Vi culture, the layer beneath the Con Moong cave, nearly 4.9 meters have been lost; from the Hòa Bình culture to the present day, only 10 centimeters remain (Early and Prehistoric History of Thanh Hóa). On that long "history string," Thanh Hóa can be considered the most vivid witness, having seen almost the complete process of the formation and development of the Vietnamese nation. From this "chosen land," our ancestors struggled and overcame countless harsh challenges, to labor and create tirelessly, to harmonize with and transform nature as well as to transform themselves.

“Thanh Hoa's location is in an area that, if not called a 'dragon coiled, tiger seated' position, is certainly very advantageous. The people are hardworking and resilient (...), and the traditions are glorious and magnificent (...), with so many heroes and outstanding figures (...). This is also a valuable asset, a potential, and an extremely large resource. We must be proud of our homeland. We must not accept poverty. We must not be inferior to other provinces. We must strive to become rich, worthy of a large province” (Former General Secretary Nguyen Phu Trong).

It is precisely from this rich historical and cultural tradition that, throughout the journey of fighting alongside the nation to protect and build the Vietnamese Fatherland, with its ever-growing stature and position, the people of this "land of heroic epics" have never ceased to yearn for a prosperous and beautiful Thanh Hoa. Furthermore, even in the most difficult and challenging historical moments, Thanh Hoa has always been "a sanctuary preserving all the hopes of the nation" (Pierre Paspuier). Therefore, the aspiration to build a prosperous Thanh Hoa, a Thanh Hoa that "holds and captivates," has always been cherished, even becoming a way of life. From this, we can understand why many sons and daughters of this land have risen to become illustrious figures, even national historians like Lady Trieu, Le Loi, Le Hoan, and Duong Dinh Nghe...

There is an observation that, when placed in various historical contexts, reveals its significance and enduring truth. That is, for a country in general, and a region in particular, to become strong and prosperous, it must always nurture the aspiration for strength and prosperity. This aspiration is "watered" by a spring of unwavering belief; by relentless perseverance in overcoming difficulties; by diligently seizing and utilizing valuable opportunities; and by a determined and resolute spirit in action to transform opportunities into comparative and unique advantages... All these elements then become the necessary and sufficient conditions to create a "leap forward" or a new breakthrough.

The burning aspiration for a prosperous and beautiful Thanh Hoa has been nurtured through generations and is more intensely driven than ever before as Thanh Hoa faces new opportunities and great prospects for the entire nation. Furthermore, situated in a strategically important position for socio-economic development, national defense, and security in the North Central region and the whole country, Thanh Hoa has all the conditions to become a growth pole in conjunction with neighboring regions... Therefore, looking at the reality, it can be seen that the land of Thanh Hoa is currently possessing the conditions of "geographical advantage" and "human harmony" for development. However, to reach a new level on the current "Vietnam development chart," Thanh Hoa needs the additional element of "favorable timing" as a driving force.

Ventilation mechanism, clear view.

Thanh Hoa is situated in a very special location: "dragon coiled, tiger seated," as the late General Secretary Nguyen Phu Trong emphasized. At the same time, it possesses many outstanding potentials and significant competitive advantages. Specifically: It is the 5th largest province in the country in terms of area, the 3rd largest in terms of population, and the 2nd largest in terms of the number of administrative units. It has the Nghi Son Economic Zone, one of the 8 key national economic zones, and the Nghi Son deep-water port capable of receiving ships with a tonnage of 70,000 DWT. With 102km of coastline and serving as the closest gateway to the sea for the Northwest region of Vietnam and Northeast Laos, Thanh Hoa holds a crucial position in the strategic development of the Gulf of Tonkin economic belt and a part of the Northwest region of Vietnam. Furthermore, Thanh Hoa was praised by President Ho Chi Minh as having a "renowned cultural heritage," boasting over 1,535 historical sites and scenic spots, including one World Heritage site, four special national monuments, and a rich treasure trove of intangible cultural heritage. In particular, the patriotic and revolutionary traditions of Thanh Hoa, nurtured and passed down through generations of brave and resilient ancestors, have become a "source of inspiration" and a fundamental foundation for the comprehensive development of Thanh Hoa's culture and people, oriented towards the values ​​of truth, goodness, and beauty.

Nghi Son seaport plays an increasingly important role in the socio-economic growth of Thanh Hoa province.

However, to propel the socio-economic "train" forward more vigorously, commensurate with the potential and expectations that the Party, the State, and especially President Ho Chi Minh have placed on this "very important" land, a special mechanism is needed to act as both a "locomotive" to guide and a "railway" to lead. Stemming from this historical need, on August 5, 2020, the Politburo issued Resolution No. 58-NQ/TW on building and developing Thanh Hoa province until 2030, with a vision to 2045 (hereinafter referred to as Resolution No. 58-NQ/TW). From here, a promising future vision and development opportunities open up for Thanh Hoa province.

Resolution No. 58-NQ/TW outlines the most basic and general directions for Thanh Hoa, with the near future (up to 2030) as a new growth pole, along with Hanoi, Hai Phong, and Quang Ninh, forming a development quadrilateral in the North of the country. And further ahead, by 2045 – the 100th anniversary of the founding of the Socialist Republic of Vietnam – Thanh Hoa will "rise" to become a prosperous, beautiful, civilized, and modern province; a comprehensively developed and "model" province for the whole country!

These are indeed ambitious goals, but they reflect the high level of trust and expectation that the Party and State have for Thanh Hoa. However, to realize these grand goals, a sufficiently strong mechanism is needed to create momentum. In response to this requirement, the National Assembly considered and issued Resolution No. 37/2021/QH15, dated November 13, 2021, on piloting a number of specific mechanisms and policies for the development of Thanh Hoa province (hereinafter referred to as Resolution No. 37/2021/QH15).

Thanh Hoa province is located in the North Central region of Vietnam and comprises 27 district-level administrative units, including 2 cities (Thanh Hoa and Sam Son), 2 towns (Bim Son and Nghi Son), and 23 districts (of which 11 are mountainous). The province's land area is 11,120 km² (the 5th largest in the country); its population is over 3.74 million people (after Hanoi and Ho Chi Minh City). It also has 213 km of land border with Laos, 102 km of coastline, and a territorial sea area of ​​over 17,000 km².

Resolution No. 37/2021/QH15 stipulates several specific mechanisms and policies related to crucial areas, playing a fundamental role and impacting many other sectors and fields. These include financial management, the state budget, and the decentralization of state management in the areas of land, planning, and forestry. Among these, some policies carry significant weight and, if effectively applied and utilized, could create a real "lever" for local socio-economic growth. Notable examples include policies on allocation norms for recurrent expenditures; policies on retaining increased revenue from import and export activities through Nghi Son seaport; policies on authorizing decisions on land use conversion; policies on authorizing decisions on forest land use conversion; and policies on decentralizing the approval of local adjustments to general construction plans for functional areas and local adjustments to general urban plans.

It can be affirmed that if Resolution No. 58-NQ/TW is the foundation, then Resolution No. 37/2021/QH15 will be the lever. Because Resolution No. 37/2021/QH15 has created and is creating a legal framework and very basic favorable conditions, as well as opening up new opportunities and impetus for Thanh Hoa's development. To put it more metaphorically, with its special significance and importance, Resolution No. 37/2021/QH15 is like a "breakthrough," or a "breakthrough" that transcends conventional frameworks and the limitations of vision and innovative thinking for development in this region. With the close guidance and attention of the Government and the determination, efforts, and creativity in implementation by local Party committees and authorities, Resolution No. 37/2021/QH15 will create leverage to elevate Thanh Hoa's aspiration for a prosperous, beautiful, and civilized future.
