On April 7, the Provincial Steering Committee for Anti-Corruption and Anti-Negative Practices (PCTNTC) held its fourth meeting to discuss and evaluate the performance in the first quarter of 2023 and agree on a number of key tasks for the coming time. Comrade Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial Steering Committee, chaired the meeting.
Promoting the results of 2022, in the first quarter of 2023, the work of PCTNTC in the province continued to have many clear changes in all aspects, especially at the provincial level. The Standing Committee and the Provincial Steering Committee have maintained a serious, disciplined, scientific , and strict manner, ensuring substance and specific results in all activities, especially in issuing the work program for 2023 including 6 key tasks and 17 specific tasks.
The coordination between members of the Provincial Steering Committee, especially law enforcement agencies, in handling specific cases has become increasingly smooth and effective, demonstrating a spirit of determination, resoluteness, and high responsibility; focusing on proactively detecting, prosecuting cases, and prosecuting defendants of corruption and negativity, clearly demonstrating a spirit of strictness and timeliness in accordance with the direction of the Central Steering Committee on Anti-Corruption.
The inspection work was carried out with many key contents, including socio-economic inspection, the responsibility of the head and projects using land. Thereby contributing to positive and comprehensive results in all areas of economy , society, security, national defense, foreign affairs, Party building, government, improving the quality of material and spiritual life of the people.
However, the effectiveness and efficiency of inspection, supervision and Party discipline at the district, department, branch and grassroots levels have not changed much. Through the identification and assessment of the members of the Provincial Steering Committee, it is shown that there are some issues that need attention related to site clearance, mineral exploitation for filling materials, management and use of forest resources, forestry land, and public investment management. In particular, the shortage of filling materials is showing negative signs, especially for a province with favorable natural and mineral conditions like Quang Ninh .
Through the opinions of each member of the Provincial Steering Committee, in his concluding remarks at the meeting, Comrade Nguyen Xuan Ky agreed on a number of contents. In the second quarter of 2023, it is necessary to continue to strengthen the fight, prevention, vigilance, warning, deterrence, proactively direct inspection, examination, supervision, early detection, and initial handling of emerging violations; thereby continuing to prevent and repel corruption and negativity in accordance with the direction of Comrade General Secretary Nguyen Phu Trong, Head of the Central Steering Committee on Anti-Corruption.
In addition, it is necessary to create a stronger, more substantial, more effective and efficient change in anti-corruption at the district, department, sector and commune levels; ensuring anti-corruption while ensuring cyber security, cultural and ideological security, internal political security and maintaining stability.
The Provincial Steering Committee continues to focus on leading and directing the strict implementation of tasks and solutions on PCTNTC in accordance with the direction of the Central Steering Committee and the conclusions of the Provincial Steering Committee meetings. At the same time, it continues to improve and consolidate the Provincial Steering Committee; research, develop, promulgate, and perfect working procedures and regulations to serve the activities of the Provincial Steering Committee to become more systematic, strict, substantive, and scientific, especially in the coordination between member agencies.
Along with that, focus on directing and promoting measures to prevent corruption and negativity; in which the key solution is to do a good job of inspection, examination, supervision combined with investigation, prosecution, and trial. In particular, pay attention to the internal inspection and examination mechanism, immediately correct violations from afar, early, from the grassroots, not allowing shortcomings to accumulate into violations, and less serious violations to become serious.
The Head of the Provincial Steering Committee noted that it is necessary to especially prevent negativity, prevent and repel degradation in ideology, morality, lifestyle, manifestations of self-evolution, self-transformation, and strictly handle collectives and individuals who violate the law. At the same time, encourage and protect cadres who dare to think, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, and be resolute in their actions for the common good. On the other hand, it is necessary to promote responsibility and exemplary behavior, and to match words with actions of leaders at all levels, sectors, agencies, units, and localities in the fight against corruption, practicing thrift, and combating waste.
The Provincial Steering Committee directed relevant sectors and agencies to strengthen inspection, examination, investigation, prosecution and trial when necessary in the management of the use of minerals as common construction materials, especially in key areas; to combat all negative behaviors, group interests and individualism. The Provincial Party Secretary directed to seriously and fully implement the conclusions and recommendations after inspection, supervision and audit; to enhance the role and responsibility of elected bodies, the Fatherland Front, the Party building committees of the Provincial Party Committee, especially the Inspection Committee, socio-political organizations, mass media agencies and the masses in detecting and denouncing corruption and negativity.
Regarding the case, the incident is being directed to be implemented, the Steering Committee agrees with the proposals of the competent authorities to implement; continue to speed up the investigation and handling of cases and incidents under the supervision and direction of the Provincial Party Committee and the Provincial Steering Committee, ensuring objectivity, transparency, and true nature. This April, the case that occurred at the River Management Joint Stock Company 3 will be brought to a first-instance, public trial.
Regarding the criminal case of "Tax evasion, illegal trading of invoices and documents for payment to the state budget" that occurred in Quang Ninh and Hai Phong, the Provincial Steering Committee requested the investigation agency to continue to expand the investigation and strictly handle it according to the provisions of law.
