Strive to basically complete the items of the Temple of Literature Park project in December 2025

BAC NINH - On the afternoon of July 25, Comrade Le Xuan Loi, Member of the Provincial Party Standing Committee, Vice Chairman of the Bac Ninh Provincial People's Committee chaired a conference to remove difficulties and speed up the implementation of the project to invest in building technical infrastructure and auxiliary works of Van Mieu Park, Vo Cuong Ward. Attending the conference were representatives of leaders of departments, branches and units.

The project to invest in the construction of technical infrastructure and auxiliary works of Van Mieu Park (Vo Cuong Ward) invested by Kinh Bac Construction Project Management Board (under the Bac Ninh Province Civil and Urban Development Project Management Board No. 2) is divided into 3 areas. In which, area No. 1: Square, 2 auxiliary houses (ceremony house), playground, grass hill and some auxiliary items (started in January 2025, up to now reaching 85% of the volume, expected to be completed by the end of July 2025); area No. 2: Remaining technical infrastructure, auxiliary houses, engineering, book kiosks, square, trees, parking lot, ceramic road (expected to complete the selection of construction contractors and start construction in August 2025); Area 3: Uncle Ho Temple area, lotus pond, yard around lotus pond and solidarity yard (under review, expected to approve construction drawing design, start construction in August and September 2025). Total project investment is nearly 692 billion VND from public investment capital from Bac Ninh city budget (formerly) and provincial budget support. Project implementation period is from 2024 to 2027.

Regarding site clearance, the project has a total recovered area of over 47,000 m2 (in Vo Cuong and Kinh Bac wards) of 61 households and 1 organization. On July 16, 2025, the People's Committee of Vo Cuong ward approved the first phase of compensation, support and resettlement plan for the project, with a total area of over 10,000 m2, 48 households with recovered land, and a total compensation and support cost of over 361 billion VND.

Up to now, the Kinh Bac Land Fund Development Center Branch has paid 3/48 households with a budget of more than 11 billion VND; started the investment project to build a resettlement housing area of 3.4 hectares. In the coming time, the unit will complete the disbursement procedures to pay compensation and support costs to the people; continue to complete the dossier to establish the second compensation and support plan for the remaining 13 households; speed up the construction progress of infrastructure in the resettlement area...

Currently, the project is facing difficulties and obstacles because there are still some cases that have not completed additional documents to establish compensation and support plans and have not agreed on resettlement locations; a part of the area under the administrative boundary of Kinh Bac ward has not been handed over to the investor; investment capital has not been disbursed because the units do not have account codes...

At the meeting, leaders of departments and branches directly discussed and answered some recommendations of the investor and Vo Cuong ward on the implementation of appraisal and pre-approval of items belonging to the Uncle Ho Temple Area; regulations on assignment and decentralization of management of construction investment projects; instructions on transferring capital plans from the district budget to the provincial budget after the termination of district government activities; site clearance work, resettlement support, etc.

Concluding the conference, comrade Le Xuan Loi affirmed that this is a particularly important project, receiving attention from Party and State leaders, and General Secretary To Lam himself attended the groundbreaking ceremony in January 2025.

Emphasizing that the province has committed to the General Secretary to basically complete the project's construction items in December 2025, the Vice Chairman of the Provincial People's Committee requested the investor to direct the contractor to speed up the construction progress of the packages to ensure quality, technique, aesthetics, labor safety, and site hygiene; conduct weekly progress checks and report regularly on the work.

Particularly for the items in the Uncle Ho Temple area invested by socialized resources, focusing on implementing and completing the designs of lotus ponds and bridges to the Temple according to approval.

The Vice Chairman of the Provincial People's Committee requested the People's Committee of Vo Cuong Ward to regularly urge investors to speed up the construction progress of resettlement housing areas for the technical infrastructure project and auxiliary works of Van Mieu Park.

Regarding the proposals and recommendations, he agreed to strengthen the Council for selecting architectural and artistic designs for the relief. At the same time, he requested the Department of Finance to study and issue documents guiding the procedures related to budget allocation to implement the project in accordance with regulations.
