In implementation of Decision No. 1435/QD-UBND dated March 30, 2026, of the Hanoi City People's Committee on approving and announcing the Administrative Reform Index for 2025 for Departments, equivalent agencies, and People's Committees of communes and wards in Hanoi City; based on the results of reviewing the self-assessment form and evaluating the Administrative Reform Index for 2025, on May 12, 2026, the Hanoi City Department of Culture and Sports issued Plan No. 379/KH-SVHTT to address the shortcomings in the implementation of the Administrative Reform Index for 2025 of the Department of Culture and Sports.
The Department aims to promptly and effectively address the criteria and sub-criteria that received deductions in the Administrative Reform Index (ARI) in 2025; improve the quality of leadership and management, institutional reform, administrative procedure reform, organizational structure, civil service system, public finance, digital transformation, and the level of satisfaction of citizens and organizations with the Department's services. It will clearly define the areas for improvement, the expected outcomes, deadlines, lead units, and coordinating units; and hold the heads of departments and units accountable for the results of the ARI tasks in 2026. The goal is to improve the Department's ARI score and ranking in 2026; to prevent any criteria from being disqualified due to subjective reasons; and to ensure that all verification documents are complete, submitted on time, and meet the requirements of the appraisal agency.
The Department has assigned specific tasks to its various divisions and units. The Department's Office is the focal point for monitoring, urging, and compiling the results of the Plan's implementation; advising the Department's Board of Directors on directing the handling of criteria at risk of point deductions; and periodically compiling progress reports, verification documents, and reports as required. The Organization and Legal Affairs Department is responsible for advising on tasks related to institutional reform, drafting and reviewing legal documents, organizing law enforcement, implementing the Capital City Law, and the two-tier government model; and promptly providing guidance and resolving difficulties and obstacles regarding mechanisms and policies within the Department's management scope.
The state management departments under the Department proactively implement assigned tasks; focusing on reviewing and simplifying administrative procedures, building internal processes, improving the quality of online public services, handling feedback and suggestions, and organizing dialogues with citizens and businesses in their respective areas of responsibility. Simultaneously, they review and propose administrative reform initiatives, policy mechanisms, and specialized guidance documents; and submit complete and verified documents to the Department's Office on time for compilation. Units under the Department organize the implementation of assigned tasks; review, develop, and apply internal work processes, maintain and improve ISO standards, manage public finances and assets, enhance autonomy, apply information technology, digital signatures, and process work files online…
The Hanoi Department of Culture and Sports requests that the heads of departments and units under the Department seriously implement this directive; if any difficulties or obstacles arise during implementation, they should promptly report them to the Department's Board of Directors for consideration and guidance.
