Representing Quang Ninh province were: Mr. Quan Minh Cuong, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, and Head of the Provincial Delegation of National Assembly Deputies; Ms. Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Fatherland Front Committee, provincial departments and agencies, along with a large number of children from across the province.

The 2026 Children's Action Month is being organized in the context of Vietnam entering a period of strong digital transformation, with the goal of promoting a safe, healthy, and friendly living environment so that all children can develop comprehensively in terms of physical, mental, intellectual, and digital skills.
Within the framework of the 2026 Children's Action Month, many practical activities will be implemented nationwide, such as: Communication to raise awareness about child protection; promoting digital skills and online safety for children; supporting children in special circumstances; strengthening prevention and control of accidents, injuries, drowning, and violence and abuse against children; mobilizing social resources to care for children in disadvantaged areas, remote areas, border regions, and islands.

Speaking at the ceremony, Vice President Vo Thi Anh Xuan emphasized: Children are the happiness of every family and the future of the country; investing in children is investing in the rapid and sustainable development of the nation. Over the years, the Party and State have always paid special attention to the care, education , and protection of children; many programs and policies have been effectively implemented, creating better conditions for children to study, receive healthcare, and develop comprehensively. In particular, many practical initiatives such as tuition fee exemptions and reductions for primary and secondary school students; support for lunch for boarding students; and the construction of multi-level boarding schools in border communes are being urgently implemented, creating better learning conditions for children in ethnic minority and border areas...
In addition, many meaningful programs such as "Wireless and Computers for Children," "Loving Leaves," "Helping Children Go to School," "Spring for Children," etc., have spread the spirit of compassion, contributing to supporting millions of disadvantaged children to rise up in life.

In the context of digital transformation as an inevitable trend, the Vice President emphasized that Vietnam cannot stand outside this process, but neither can children enter the digital environment without companionship, guidance, and safety protection. Therefore, equipping children with digital skills and life skills in the online environment is an urgent requirement. This year's theme for the Month of Action for Children, "Happy, Safe, and Steadfast Children in the Digital Age," clearly reflects the spirit of Resolution No. 57 of the Politburo on the development of science and technology, innovation, and national digital transformation; aiming to both protect children and support their healthy development, enhancing their digital capabilities to become high-quality human resources in the future.
The Vice President requested that all levels, sectors, and localities continue to pay more attention to the care, education, and protection of children; build a safe and friendly living environment; focus on the physical and mental health care, moral education, and life skills education for children. At the same time, they should continue to improve the legal system, strictly punish acts of violence and abuse against children; and give more attention to children in remote areas, ethnic minority communities, and children in difficult circumstances.
Furthermore, it is necessary to implement comprehensive solutions to protect children in the online environment; strengthen digital skills and self-protection skills education for children; and develop a safe, healthy, and educational digital ecosystem. Families, schools, and society must truly become the three pillars accompanying children in the digital age, helping them to become "immune" to negative impacts in cyberspace.

Addressing the young people and children, the Vice President expressed his wish that they would always be well-behaved, excel in their studies, live with compassion, be responsible to themselves, their families, and their communities; actively study foreign languages, science and technology, use the internet and digital platforms intelligently, safely, and responsibly to become knowledgeable, capable, and creative citizens, contributing to building a stronger, more prosperous, civilized, and happy country.
Speaking in response to the 2026 Action Month for Children, Ms. Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee, affirmed that, along with economic development, Quang Ninh always pays special attention to social welfare and the protection, care, and education of children. The province has issued many policies such as: free textbooks for primary and secondary school students; support for lunch, transportation, and accommodation for students in disadvantaged areas; implementation of the school milk program; increasing social assistance and expanding the scope of protection; and supporting health insurance for children from near-poor households and ethnic minority areas. Thanks to these efforts, the province's goals for children have met and exceeded the targets set by the Central Government; 100% of children with special circumstances receive care and attention, and indicators regarding nutrition, education, and national standard schools continue to improve.

The Vice Chairman of the Provincial People's Committee emphasized: In response to the 2026 Action Month for Children, Quang Ninh commits to continuing to pay attention to and decisively direct all aspects of child protection, care, and education; promoting the widespread dissemination of the Law on Children and the Party and State's guidelines and policies; and focusing on equipping every citizen with digital knowledge, skills, and scientific parenting methods. At the same time, it will maximize the role of the family – which must truly be a warm home and the safest haven for children.


In addition, the province focuses its resources on achieving goals related to health, nutrition, education, and recreation, paying particular attention to children in difficult circumstances, those at risk of falling into difficult circumstances, and children in remote areas, border regions, and islands; proactively implementing solutions to prevent accidents and injuries, and prevent drowning; and closely coordinating between families, schools, and society to prevent children from dropping out of school and violating the law.
The comrade emphasized that the province acts with responsibility and love for children, creating the best conditions for children to be happy, safe, and to fully develop physically, mentally, idealistically, morally, in terms of skills and knowledge.


In response to the 2026 Action Month for Children, at the ceremony, organizations and businesses donated to the Vietnam Children's Protection Fund, demonstrating the collective efforts of the entire society towards the future generation of the country.
On this occasion, various organizations and businesses donated to the Vietnam Children's Protection Fund. The Vietnam Children's Protection Fund awarded 145 scholarships worth 2,000,000 VND each and gifts worth 350,000 VND each to students under 14 years old nationwide. At the launching ceremony, the Vietnam Children's Protection Fund awarded 60 scholarships and gifts to 60 disadvantaged students in Quang Ninh province. These practical gifts demonstrate the deep concern of all levels of government, organizations, individuals, and the community for children. Each gift represents a heartfelt expression of love, instilling confidence and motivation for the children to strive for a better life.
