Promoting the effectiveness of journalism in the new era of growth

The Press Law was passed by the 13th National Assembly , 11th Session on April 5, 2016 and took effect from January 1, 2017.

After more than 7 years of implementation, some provisions of the Law have revealed limitations and inadequacies, failing to meet the practical requirements of press activities and the development of science , technology and communications.

Therefore, the Press Law (amended) will overcome shortcomings and problems so that the press can develop stronger and more effectively.

Mr. Nguyen Thanh Tung, Deputy Director of the Department of Culture, Sports and Tourism of Quang Ninh, said: "Through studying the draft Press Law, we have found that the shortcomings and difficulties in State management of the press have been pointed out. After its promulgation, press management and coordination, orientation, especially the distinction between press agencies and magazines will be clearer."

Besides, the management work as well as the orientation of press management in the area will be better, promoting the effectiveness of press in the new era of the nation's rise.

When the Department of Culture, Sports and Tourism takes on the additional task of press management, it requires each cadre, civil servant and public employee, especially leaders and management staff, to continue to improve their knowledge, laws and regulations on the press.

According to the Deputy Director of the Department of Culture, Sports and Tourism of Quang Ninh, Clause 4, Article 7 of the Press Law stipulates that "The People's Committee at the provincial level, within the scope of its tasks and powers, is responsible for State management of the press in the locality."

The phrase “local press” is not clear, leading to many different interpretations (press established by local agencies and organizations, press with headquarters in the locality, press with representative offices in the locality or press providing information about the locality), making it difficult to determine the scope of state management of local press. Therefore, the Law needs to clearly define or have a common consensus.

Journalist Do Ngoc Ha, Permanent Vice President of the Vietnam Journalists Association of Quang Ninh province, said that through studying the draft amendments to the 2016 Press Law, he found that the content of the regulations on the organization of the Journalists Association in the Draft was more concise. Specifically, the Draft stipulates 4 functions and tasks of the Vietnam Journalists Association. The content is very concise and covers all the functions and tasks of the Journalists Association.

However, journalist Do Ngoc Ha proposed some contents such as: regarding the content of inspection and supervision of the implementation of professional ethics regulations of Vietnamese journalists, the Association of Journalists will inspect and supervise the implementation of professional ethics regulations for journalist members under the management of the Association.

Journalists who are not members of the Association will have difficulty in inspecting and supervising the implementation of professional ethics regulations. Journalists who are not members of the Association need specific regulations and sanctions. Only then can the Association of Journalists carry out its tasks of inspecting, supervising and handling violations, journalist Do Ngoc Ha added.

The fourth content of the draft Press Law stipulates the functions and tasks of the Journalists Association, which is the organization of Press Awards.

Regarding this content, Journalist Do Ngoc Ha proposed adding the words "organizing competitions" to make it more complete, specifically the Journalists Association will organize more competitions and Press Awards for members and journalists in the area./.
