According to information from the Long An Department of Natural Resources and Environment, in recent times, state management of land in the province has undergone many changes and achieved certain results. Specifically, the implementation of approved land use plans and schemes has been largely ensured, land cadastral record management has become more systematic, and activities related to assessing the current state of land use, land statistics, and land inventory have been improved.

In addition, the processing of land records for citizens through the one-stop administrative procedure and integrated one-stop mechanism initially meets the requirements in state management of land, aiming to ensure efficient and economical land management and use, as well as contributing to improving the effectiveness and efficiency of state management; while simultaneously linking planning and development with land exploitation and use, sustainable development, environmental protection, and adaptation to climate change.

Furthermore, the management and utilization of public land in Long An province has been given attention and has become more systematic, ensuring strict and proper use, and improving the efficiency of exploiting public land resources for the locality in accordance with land law regulations. The final land use planning and adjustment process has been carried out promptly and appropriately to reflect the situation of investment reception and socio-economic development.

In particular, the compensation, support, and resettlement plan, coupled with the appropriate application of land-related policies and mechanisms, has reduced land-related disputes, gradually stabilized housing, and created stable jobs for those whose land has been expropriated. Simultaneously, the coordinated implementation of regulations on the public disclosure of construction plans and land use plans has contributed to poverty reduction and maintained political and social stability in the locality.

To date, the issuance of initial land use right certificates in Long An province has reached over 98%; the completion rate for initial certificate issuance has reached 99.14%; the allocation of land, leasing of land, conversion of land use purposes, and access to land for people and businesses are ensured to follow the correct procedures, becoming increasingly transparent and efficient, shortening the implementation time, thereby creating trust and satisfaction among people and businesses.

Leveraging land advantages

Over the years, Long An province has effectively exploited its potential and advantages, mobilizing various resources to develop the locality into an increasingly prosperous and beautiful place. In particular, socio-economic activities have achieved positive results, with high growth rates and consistently ensured social welfare. Most notably, despite the impact of climate change and extreme weather events, people in many localities throughout Long An province have effectively utilized their land resources, boldly switching to suitable crops that yield high economic returns and help stabilize people's lives.

Specifically, Tan Thanh is a predominantly agricultural district, with rice playing a key role. However, in recent years, rice farmers here have often faced the situation of "bumper harvest, low prices," affecting their economic livelihoods. Taking advantage of the local strengths, the district has focused on directing relevant agencies to guide people in shifting their crop structure, introducing crops that are suitable for the soil, have high productivity, quality, and economic efficiency into production.

Meanwhile, with the attention, guidance, and support of relevant agencies, farmers in the Đồng Tháp Mười region and in the border districts of Long An province have converted tens of thousands of hectares of land to cultivate durian, jackfruit, green pomelo, seedless lemons, etc., yielding profits many times higher than rice cultivation on the same area. In reality, knowing how to effectively utilize land advantages has proven to be highly effective, leading to stable and significantly improved income and living standards for the people.

A typical example is the family of Mr. Ngo Van Bay in Tan Thanh district. After researching and learning cultivation techniques, he invested in several greenhouses covering nearly 2 hectares of low-yield rice land and intercropped melons between different stages of development to ensure a continuous harvest. It is estimated that, after harvesting, Mr. Bay earns a profit of several hundred million dong annually from his 1,000m2 plot.

As for Mr. Nguyen Quoc Thang's family in Duc Hue district, they boldly invested in planting 6 hectares of purple-flowered lemon trees on land contaminated with acidic soil unsuitable for rice cultivation. To date, the lemon trees are bearing fruit steadily and yielding high productivity. With current lemon prices, after deducting all investment costs, Thang's family earns billions of dong in profit each year.

Discussing the issue of effectively managing land resources in the province, Chairman of the Long An Provincial People's Committee Nguyen Van Ut said that, given the decreasing area of ​​agricultural land due to urbanization and industrialization, the functional departments of Long An province have supported farmers in developing large-scale farming models, linking production with mechanization, and applying scientific and technological advancements to production.

At the same time, the province has promoted the conversion of inefficient three-crop rice production land to rice-crop rotation models, rice-aquaculture, thereby bringing high economic efficiency to local people. Long An province has also encouraged farmers to renovate unproductive, mixed-crop garden land to cultivate more efficient crops and develop more productive craft villages, contributing to the effective achievement of economic development goals and sustainable poverty reduction.

According to Mr. Nguyen Van Ut, in the coming time, in order to improve the efficiency of land management and use, increase revenue for the budget, and create important resources contributing to sustainable socio-economic development, Long An province will continue to research and amend the regulations of land law under the authority of the Provincial People's Committee to meet the local management requirements.

Simultaneously, strengthen the review and compilation of the list of projects requiring land acquisition and projects involving the conversion of land use from rice cultivation. Promote land use right auctions; focus on developing clean land funds in urban areas and areas planned for urban development to increase land value and revenue for the state budget. At the same time, ensure that land administrative procedures are implemented within the prescribed timeframes to meet the requirements of state land management, contributing to the sustainable development of Long An province.
