Leveraging intellectual resources

Over the past 15 years since the implementation of Resolution No. 27-NQ/TW dated August 6, 2008, of the 10th Central Committee of the Communist Party of Vietnam on building a contingent of intellectuals during the period of accelerated industrialization and modernization of the country, the intellectual workforce in the province has rapidly increased in quantity and improved in quality. The 13th National Congress of the Party clearly defined that the intellectual workforce plays a central and pivotal role in the development of industrialization and modernization of the country. The current requirement and task is to gather and promote the role of the intellectual workforce to meet the needs of development and the trends of the times.

Leveraging intellectual resources

Phu Tho College of Medicine and Pharmacy has invested in a laboratory system with advanced and modern equipment to optimally serve experimental research.

Important contributions

The resolutions of the Provincial Party Congress for the past two consecutive terms have identified one of the province's key breakthroughs as: "Focusing on improving the quality of human resources in conjunction with promoting innovation, applying and strongly developing science and technology, and providing targeted training for highly skilled and technically proficient human resources to meet the requirements of socio -economic development."

This is truly a strategic policy and direction in building and developing the province's intellectual workforce. To implement this policy, the province's various levels and sectors have developed numerous mechanisms and policies to motivate, encourage, and create favorable conditions for the province's intellectual workforce to develop and play a significant role in all areas of social life.

The province currently has nearly 63,000 intellectuals, including: nearly 9,000 with college degrees, over 48,000 with university degrees, 5,149 with master's degrees, and 557 with doctoral degrees or higher. Over the years, the province's intellectual associations have been consistently strengthened, consolidated, and developed in both the number of member associations and individual members.

The Union of Science and Technology Associations of the province has 32 member organizations (an increase of 18 member organizations compared to 2008) with more than 95,000 members (an increase of 73,000 members compared to 2008), including 22,793 intellectuals (3 professors, 16 associate professors; 459 PhDs and equivalents; 2,850 masters and equivalents; 16,462 university graduates; 3,003 college graduates).

The Provincial Union of Literature and Arts Associations has brought together 9 specialized associations, with a total of 246 members (an increase of 1 association and 44 members compared to 2008); the majority of members have university and postgraduate degrees. This is a force that makes an important contribution to the process of realizing the goals, tasks, and plans for local socio-economic development in accordance with the spirit of the Resolution of the 19th Provincial Party Congress.

Comrade Ha Thanh Hoa - Chairman of the Board of Directors of Phu Tho College of Medicine and Pharmacy, said: In recent times, the school has strengthened its close ties with scientific and technological organizations and businesses inside and outside the province to carry out scientific research activities, technology transfer; develop intellectual property, commercialize the results of scientific and technological research, and promote innovative entrepreneurship activities of teachers, researchers and students throughout the school. The school has invested tens of billions of VND in a laboratory system with advanced and modern equipment to optimally serve experimental research. The digital library with tens of thousands of books and specialized journals is a useful source of information for lecturers and students.

Leveraging intellectual resources

Provincial leaders presented emblems, flowers, and certificates to outstanding associate professors, doctors of science and technology, and intellectuals of science and technology in 2023.

Over the years, the Provincial Party Committee, the Provincial People's Committee, and Party committees and authorities at all levels have issued numerous documents aimed at creating a favorable environment and mechanisms for intellectuals to work and develop their talents, contributing to the socio-economic development of the province. Over the past 15 years, nearly 170,000 intellectuals throughout the province have received training and professional development under provincial and central government programs and projects.

Every year, the province organizes competitions and awards in science and technology to recognize and promote the creative talents of the province's intellectuals, such as: the Provincial Technical Innovation Competition, the Hung Vuong Award for Science and Technology, the Science and Technology Innovation Award, etc.

Science and technology competitions and awards have been widely implemented down to the grassroots level, mobilizing thousands of participants. From these competitions, many projects and solutions have made positive contributions to socio-economic development in units, businesses, and localities of the province and the country as a whole.

Over the past 15 years, Phu Tho province has had 165 projects and solutions win awards at the provincial technical innovation competition, 14 projects and solutions participating at the national level and winning awards; 15 projects won provincial-level science and technology innovation awards; 6 projects won Vietnam science and technology innovation awards; and 3 projects won the Hung Vuong Award for science and technology. The province has 11 scientific works by 53 intellectuals honored in the Golden Book of Vietnamese Innovation; and 15 artists received the Hung Vuong Award.

Enhancing the role of the intellectual workforce.

Comrade Ho Dinh Luong, Chairman of the Provincial Union of Science and Technology Associations, stated: “Over the past 15 years, the Provincial Union of Science and Technology Associations has strongly reformed its content and methods of operation in the new situation, effectively fulfilling its function of gathering and uniting the intellectual workforce with 32 member organizations, including reputable science and technology organizations and key specialized science and technology associations in the province. Consultation, critique, and social assessment activities have been implemented effectively, with quality gradually improving, mobilizing and leveraging the intellect and dedication of the intellectual workforce in participating in advising and contributing to the development of important programs and projects of the province.”

In managing and utilizing intellectual resources, Party committees and government agencies at all levels have adopted various appropriate leadership and management methods, creating a favorable environment for intellectuals to develop their abilities and strengths. Dialogue between intellectuals and leaders of Party committees and government agencies has been open and democratic. Through conferences, seminars, and forums, important provincial issues are discussed to gather opinions from leading intellectuals before making decisions.

Simultaneously, leverage the contributions of a large number of intellectuals working in the province's agencies and departments to local development. Establish a mechanism to strengthen the advisory, critical, and social assessment role of intellectuals in planning and formulating policies for socio-economic development in the province.

The Fatherland Front and mass organizations in the province are increasingly demonstrating their role as a bridge to gather and unite the intellectual community, strengthen the great national unity, create strength and close ties between the Party, the government and the intellectual community, and successfully implement the province's industrialization and modernization.

The Provincial People's Committee issued Plan No. 5321/KH-UBND dated November 23, 2017, to support the innovation and startup ecosystem in Phu Tho province for the period 2017-2020, with a vision to 2025, aiming to create a favorable environment to promote and support the formation and development of businesses capable of rapid growth based on the exploitation of intellectual property, technology, and new business models, focusing on potential and strong sectors in the socio-economic development of the province.

At the consultation, review, and social assessment workshops organized by the Union of Science and Technology Associations of the province, contributions and opinions were received from experts and scientists at the central level, as well as scientists from within and outside the province...

In accordance with Decision No. 884/QD-TTg dated May 18, 2016, of the Prime Minister approving the Project "Supporting the Development of the National Innovation and Startup Ecosystem until 2025," the province has organized the connection of its innovation and startup ecosystem activities with provinces in the region, nationwide, and internationally.

Since 2014, with the guidance and support of the Provincial Party Committee and the Provincial People's Committee, the commemoration of Science and Technology Day (May 18th) has become an annual activity of the Provincial Union of Science and Technology Associations, highly appreciated by the scientific and technological intellectual community and the public.

To date, the Provincial Union of Science and Technology Associations has honored 315 intellectuals, including: 4 associate professors, 152 PhDs, 77 specialists (Level II); and 82 intellectuals and experts from within and outside the province who have made significant achievements and contributions to the Union's activities, science and technology activities, and the socio-economic development of the province.

Over the years, despite economic difficulties, the province has focused on investing in the development of technical infrastructure for science and technology in several key sectors. The Provincial People's Committee has directed the implementation of the construction and improvement of science and technology service centers; provincial and district-level hospitals have advanced medical equipment and facilities; and universities, colleges, and educational institutions have gradually invested in modern laboratories, practice rooms, and libraries, increasingly meeting the requirements for improving the quality of scientific and technological research.

Many businesses have proactively invested in upgrading equipment and building laboratories that meet LAS and VILAS standards. The province's goal by 2030 is to build a strong, high-quality intellectual workforce with a reasonable number and structure, gradually reaching the level of intellectuals in other localities and the entire country. This will strengthen the close ties between the Party and the State and intellectuals, and between intellectuals and the Party and the State, reinforcing national unity based on the worker-farmer-intellectual foundation.
