In his opening remarks, Deputy Minister Le Minh Ngan emphasized: Land is the primary means of production, closely linked to almost all economic , social, defense, security, and environmental activities. Therefore, strong reforms in institutions, apparatus, processes, and responsibilities in land management are always a top priority.
In particular, the 2024 Land Law marked a breakthrough by significantly expanding decentralization and delegation of power to the two-tiered government. Based on the Government's directives, the Ministry of Agriculture and Environment has taken the lead in coordinating with ministries, sectors, and localities to develop and submit to the Government for promulgation a comprehensive system of decrees and guiding documents.
According to Deputy Minister Le Minh Ngan, clearly defining the authority between the central and local governments, and between provinces and communes, will overcome overlapping responsibilities, shorten the time required to process administrative procedures, and improve the quality of service for citizens and businesses.
However, in practice, the implementation of decentralization still faces many difficulties, especially at the grassroots level, where applications are directly processed.

The comrade emphasized that the training conference was organized to fully and uniformly convey the contents related to decentralization, delegation of power, and delineation of authority in the field of land to the staff from the central to the commune level. He requested that the presenters present concisely and clearly the important administrative procedures; and encouraged localities to actively exchange and report difficulties so that the Ministry has a basis for timely guidance and resolution, and to study additional recommendations during the process of amending and perfecting land laws.
At the conference, delegates were given an overview of the decentralization, delegation of authority, and delineation of jurisdiction in the land sector; procedures for registration and issuance of land use rights certificates and property ownership certificates; procedures for land allocation, land leasing, and permission for land use conversion; procedures for land reclamation, compensation, support, and resettlement; and procedures for the construction and adjustment of land price tables and specific land valuation.

To facilitate research and understanding of land law and the implementation of the aforementioned documents on decentralization, delegation of power, and delineation of authority in the field of land, the Ministry of Agriculture and Environment has issued the "Handbook on State Management in the Field of Land when Implementing a Two-Tiered Local Government System".
The handbook consists of two parts: the authority and responsibilities of the People's Council, People's Committee, Chairman of the People's Committee, and agencies with land management functions at the provincial and commune levels; and the administrative procedures in the field of land. In addition, the Land Management Department continues to complete the addition of graphical diagrams describing the work steps in 48 administrative procedures related to land and 10 internal procedures at the central, provincial, and commune levels.
At the conference, delegates discussed the difficulties and obstacles arising during the implementation of tasks at the grassroots level, which were addressed and resolved by the relevant professional agencies.
