In order for the "Digital Literacy for All" movement to be effectively implemented, along with promoting propaganda, disseminating knowledge, spreading the spirit of innovation and digital transformation among union members and youth, in recent times, the provincial union chapters at all levels have implemented many practical models and activities, helping people, especially the elderly and those with limited access to technology, to grasp and master digital technology, thereby participating more deeply in the digital economy and digital society.

Practical models and activities

Along with implementing volunteer activities to support people in performing administrative procedures, at the end of July 2025, Dien Khanh Commune Youth Union coordinated with the Commune Public Administration Service Center to launch the youth project "QR Corner - Connecting public administrative procedures" to welcome the 1st Congress of Dien Khanh Commune Party Committee, term 2025 - 2030. According to Mr. Pham Binh Duong - Vice Chairman of the Vietnam Fatherland Front Committee of the commune, Secretary of Dien Khanh Commune Youth Union, the project is a special information corner with an intuitive QR code board, gathering 30 common administrative procedures that people often perform in the locality. To get instructions, people just need to use their smartphones to scan the QR code. Each code is a "key" to all the necessary instructions and forms of an administrative procedure. With this QR corner, people will grasp information about the administrative procedure they want to perform quickly and accurately; There is no need to look up complicated documents or wait for instructions, and you can proactively prepare complete documents at home and submit documents and pay online if the procedure allows... "In order for the QR corner to soon become a new companion of the people, along with propaganda, guidance, and support for organizations and individuals to carry out administrative procedures at the Public Administration Service Center, cadres and youth union members of Dien Khanh commune actively inform and spread the QR corner through collective activities and social networks. Thereby, helping organizations and individuals carry out administrative procedures quickly, conveniently, saving time, travel costs and limiting errors when preparing documents" - Mr. Pham Binh Duong said.

In the southern region of the province, the youth unions of communes and wards also carried out many practical activities, contributing to the effective implementation of the "Digital Education for All" movement in the locality. Mr. Doan Do Hoang Nam - Vice Chairman of the Vietnam Fatherland Front Committee of the ward, Secretary of the Ninh Chu Ward Youth Union, said: "Since the beginning of July, the Ninh Chu Ward Youth Union has organized a team of youth volunteers to support people and businesses in performing administrative procedures at the Ward Public Administration Service Center with activities such as: Guiding people to look up, register and submit documents online; supporting the installation of public service applications, personal identification codes; answering questions about administrative procedures. In addition to the fixed team at the Public Administration Service Center, the Ward Youth Union also established a mobile team of youth volunteers, going directly to residential areas to propagate and introduce the new administrative headquarters, instructing people, especially the elderly, to access and use online public services, integrating personal documents into the VNeID application, as well as how to use some other useful applications on mobile phones...".

Promoting youth in implementing the movement

With the enthusiastic support of officials and youth union members, people's awareness and technological skills have been gradually improved, contributing positively to the digital transformation process at the grassroots level. According to Mr. Huynh Huu Phuc - Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Secretary of the Provincial Youth Union, in 2025, the "Digital Popularization" movement will be focused on by the Provincial Youth Union during Youth Month and the Summer Youth Volunteer Campaign. Specifically, during Youth Month 2025, all levels of the provincial Youth Union and Association have promoted propaganda work, raising awareness among young union members and people of all walks of life about the "Digital Popularization" movement; organized training sessions, introducing young union members to the application of artificial intelligence (AI) in studying and working; coordinated with local authorities and relevant units to establish "Digital Popularization" volunteer teams with the core force being cadres, union members, and association members with technological qualifications and skills. These teams not only organize training on the use of smart devices, instructions on online public services, e-commerce, cashless payments, and personal information security when using social networks, but also flexibly deploy direct and online training courses on essential digital skills in the community and youth; at the same time, promote propaganda through electronic news sites, loudspeakers, leaflets, social networks, etc. Since the beginning of July, the Provincial Youth Union has also deployed to the youth unions of communes and wards to organize volunteer youth teams to support the operation of two-level local apparatus and provide online public services at the grassroots level; continue to maintain and replicate typical models such as: "Residential Area - Youth Digital Transformation", "Red Address Digital Map"... In the coming time, the Provincial Youth Union will continue to direct the synchronous and effective implementation of the "Digital Education for All" movement in the locality, thereby contributing to creating a clear change in people's awareness, actions and habits of using technology to serve their lives and production.
