The Civil Servant App is for cadres, civil servants, and public employees. And the Citizen App serves organizations, businesses, and people. Units are required to increase communication, guide installation, and use of the application via the websites and social networks of agencies, units, and localities. 100% of cadres, civil servants, public employees, and workers must install and effectively exploit the Civil Servant App. People's Committees of communes, wards, and special zones direct the Community Digital Technology Team to guide people and businesses to use the Citizen App.

Notably, both applications have integrated the Digital Popular Education platform, helping officials and citizens participate in online courses on digital skills. The rate of application deployment and usage has also become one of the important criteria for evaluating the digital transformation rankings of units and localities.
