Develop new regulations on electricity price implementation

(QNGTV)- Implementing the Government's direction, the Ministry of Industry and Trade has completed the draft Circular regulating the implementation of electricity prices to replace Circular No. 16/2024 dated May 29, 2014 and the Circulars amending and supplementing Circular No. 16/2014.

Specifically, regarding the principle of determining the purpose of using electricity other than for domestic purposes, the draft circular proposes to use the Vietnam Economic Sector System issued with Decision No. 27/2018 of the Prime Minister to describe subjects with the purpose of using electricity other than for domestic purposes, ensuring consistency with the current management systems of the State.

In addition, the draft has added regulations on tourist accommodation facilities and electric vehicle charging to comply with Decision No. 14/2025 as well as added transitional provisions related to applying regional electricity prices for electricity retailers affected by changes in administrative boundaries and 2-level local authorities to ensure stable operations of existing electricity retailers, avoiding disruptions in the short term.

According to the Ministry of Industry and Trade , the development of the circular aims to ensure the completion of the system of legal documents on retail electricity prices, meet the requirements in the new period and solve issues related to the rearrangement of administrative boundaries and the organization of two-level local governments, creating a legal basis for Vietnam Electricity Group and Power Corporations in implementing transparent and unified electricity prices for electricity customers and electricity retailers.
