Designing a tool to measure the operational efficiency of the two-level local government model

On the afternoon of August 23, Prime Minister Pham Minh Chinh, Secretary of the Government Party Committee, chaired a meeting of the Standing Committee of the Government Party Committee and the Government to assess the situation after 2 months of operating the 2-level government; draft report to the Politburo and the Secretariat on the handover and management of public assets and headquarters after the arrangement and organization of the 2-level local government.

According to the report at the conference, after nearly two months of implementing the two-level local government model, many important results have been achieved. Localities have completed the arrangement and consolidation of People's Councils and People's Committees at the provincial and communal levels; 465 specialized agencies under the People's Committees of 34 provinces and cities have been established and 9,916 specialized departments under the People's Committees of 3,321 communes, wards and special zones have been established.

Public Administration Service Centers have been put into operation. To date, 32/34 localities have established 3,139 commune-level Public Administration Service Centers; Hanoi City and Quang Ninh Province operate under the model of a single-level Public Administration Service Center and organize branches or public administration service points.

From July 1 to August 19, the country received a total of nearly 4.4 million applications, of which 74.7% were submitted online. Ho Chi Minh City is still the locality with the highest number of applications with 645,500 applications, while Dien Bien has the lowest number of applications with nearly 15,000 applications.

By August 21, ministries and ministerial-level agencies had issued 66 circulars to continue decentralizing, delimiting authority and providing guidance on contents under the State management authority of the organization of two-level local governments in specialized fields. In addition, decentralization, decentralization and delimitation of authority were promoted.

As of August 19, a total of more than 94,000 people have decided to quit their jobs, of which nearly 82,000 have retired or quit their jobs, and more than 50,000 have received payments.

Regarding the arrangement, placement, and handling of headquarters and public assets, according to the Ministry of Finance, as of August 15, the total number of surplus houses and land that need to be handled is 16,124, of which 6,704 houses and land arise due to the arrangement of administrative units. Regarding cars, currently, 354/3,321 commune-level administrative units are still not equipped with cars.

Along with that, up to now, there are still 601/3,321 commune-level administrative units that have not met the requirements for machinery and equipment, and mainly have not met the requirements for the quality of machinery and equipment serving the tasks.

At the conference, leaders of ministries said that local authorities, especially at the commune level, are focusing on arranging and organizing operations according to the new model and focusing on solving administrative procedures; have not focused on organizing and exploiting well the new spaces created after the arrangement of administrative units; have not clearly demonstrated development creation. The implementation of solving tasks according to decentralization and delegation of authority is still confusing; the quantity and quality of cadres, civil servants and public employees are not uniform, many units lack specialized staff; financial and budgetary work is still stuck in handing over documents and data...

Speaking at the conference, Prime Minister Pham Minh Chinh said that under the leadership and direction of the Central Committee, the Politburo, the Secretariat, and General Secretary To Lam, after two months of implementation, the local governments at two levels have operated relatively stably, affirming the correctness of the policy and the consensus and determination of the entire political system.

However, in the initial stage of operating the two-level local government, there are still many difficulties and challenges that need to be focused on to resolve so that the apparatus can operate smoothly, efficiently, synchronously and effectively, especially in the arrangement of personnel, infrastructure, finance, budget, data digitization, asset handover, arrangement of headquarters, public assets, housing arrangements for officials... especially problems related to land, assets, finance, and payments to early retirees.

The Prime Minister requested to review and evaluate the progress of implementing the conclusions of the Government and the Prime Minister; perfecting the legal system; implementing practical, appropriate and effective solutions to build and consolidate the two-level local government model so that it can operate smoothly, synchronously and effectively, without any problems; especially designing a tool to measure the implementation of this work.

The Prime Minister noted that after the reorganization of the apparatus and administrative boundaries, new development space has been created, thereby raising the issue of planning and exploiting new space.
