Opportunities and challenges in the development journey

The foundation and crucial resource for the development of Hue city is its invaluable system of cultural and historical heritage. In addition, one of the important elements in creating a model green, smart, and sustainable Hue city is the role of science and technology (S&T), innovation, and digital transformation. Over the past six years, Hue has achieved remarkable accomplishments. The Hue-S application has become an effective interactive tool between the government and the people. The AI-powered surveillance camera system has contributed to ensuring security and order. Hue's administrative reform and digital economy development are also national highlights, with 100% of public services available online and the digital economy contributing more than 11% to the city's GRDP.

In smart urban development, Hue has applied modern digitalization technology to build a digital government and core data infrastructure; developing smart applications and services to serve the people. In green urban development, Hue has implemented many programs and solutions, both structural and non-structural, for environmental protection and climate change adaptation. To achieve sustainable urban development, Hue continuously applies science and technology and digital transformation to improve the quality of life and satisfaction of its citizens, reform administration, develop the digital economy, promote the knowledge economy and innovation...

However, the journey to building smart cities still faces many challenges, especially regarding financial resources. Dr. Ho Dac Thai Hoang, Chairman of the Union of Associations, believes that building a synchronized digital infrastructure, a sufficiently robust data center, and training high-quality human resources requires large and long-term investment. Therefore, expanding public-private partnership (PPP) models is considered a key solution to mobilize social resources, as demonstrated by the successful experiences of Singapore or Dubai.

Many heritage and cultural values, combined with science, technology, and innovation, are affirming Hue's development goal of becoming a "Green - Smart - Sustainable" city.

Alongside smart development is the goal of building a green and highly adaptable city. Hue has the highest density of green spaces in Vietnam, earning the title of "National Green City". However, green spaces and waterways are facing the risk of shrinking and pollution due to uncontrolled urbanization. The suburban villages, which served as ecological belts and preserved the unique architectural identity of garden houses, are being concretized, disrupting their traditional structure. Furthermore, Hue is a low-lying area, frequently and severely affected by floods, urgently requiring adaptive planning and architectural solutions.

To realize the vision of a sustainable Hue city, developing a green and circular economy is key. Hue has great potential to develop economic sectors based on its heritage and natural resources, such as green tourism, organic agriculture, and cultural industries.

Enhancing value and promoting the development of Hue city.

At the forum, domestic experts and experts from Japan and South Korea focused on in-depth discussions on key issues: Smart urban development strategies, preservation and promotion of heritage values, green urban planning and climate change adaptation, green economic development and sustainable tourism...

Dr. Phan Thanh Hai, Member of the Provincial Party Committee and Director of the Department of Culture and Sports of Hue City, stated that Hue has always been steadfast in its development perspective based on preserving and promoting the heritage values ​​of the ancient capital and its distinctive cultural identity. Hue identifies heritage as one of the important pillars in building a sustainable tourism development strategy, creating momentum to promote socio-economic growth in a harmonious and sustainable manner.

Decoding the topography of the Perfume River basin and shaping Hue's future through the development of a community-based ecological museum, Professor Satoh Shigeru, Emeritus Professor at Waseda University, Japan, argues that Hue's topographical features, along with its rich cultural heritage and developing community structures, position it as a pioneering model for sustainable and humane regional revitalization. By combining traditional wisdom with participatory governance and ecological design, Hue can inspire new heritage-based development models, not only in Southeast Asia but also in the region and globally.

Professor Shigeru Satoh also suggested that, in urban development, Hue should focus on selecting five strategic areas to develop into new industries: high-tech and digital industries, medical and healthcare industries, cultural and creative industries, green industries and circular economy, and smart and sustainable tourism.

At the workshop, Mr. Nguyen Duong Anh, Deputy Director of the Department of Science and Technology, also clearly stated the role of science and technology, innovation, and digital transformation in promoting the development of Hue into a model smart city, a pioneer in the Central region. Hue prioritizes the integration and upgrading of essential services such as healthcare, education, transportation, and digital payments on the Hue-S platform; promoting the application of modern technologies such as AI, Big Data, IoT, and blockchain in urban management, monitoring, and operation. It aims to complete a synchronized digital infrastructure and institutional framework, develop an integrated platform for data sharing and operational reporting systems based on digital data, creating a foundation for an effective, transparent, and user-friendly digital government.

Several eco-friendly products contributing to the development of a green, smart, and sustainable Hue city were introduced at the workshop.

Several managers, experts, and scientists from both within and outside the country exchanged views and clarified outstanding achievements in green growth towards sustainable development with a vision to 2050; and made proposals and recommendations to improve the effectiveness of green growth towards sustainable development in Hue City. In addition, many experts contributed practical and feasible suggestions and solutions, helping to realize the aspiration of building Hue into a green, smart, and sustainable city, a city with distinctive heritage.
