
According to the plan for the period 2026-2030 and the orientation towards 2035, the province aims to comprehensively improve both the quantity and quality of this workforce, with particular priority given to ethnic minority and mountainous areas.
Specifically, by 2030, the province aims to achieve at least 80% and complete 100% by 2035 with targets such as ethnic minority cadres accounting for 5% to 10% of the provincial-level staff and 50% in communes with large ethnic minority populations. Leadership structure will also be emphasized, with a minimum ratio of 10% at the provincial level, 20% at the commune level, and ensuring at least 20% female cadres within the total ethnic minority staff.
To realize this goal, the province focuses on in-depth training solutions in political theory, modern state management, and digital skills, while linking personnel work with the goal of sustainable poverty reduction, contributing to strengthening national unity and improving governance effectiveness at the grassroots level.
