
According to Decision No. 56 of the Provincial People's Committee, effective from July 1, 2026, officials, civil servants, and public employees must strictly adhere to working hours. They are prohibited from consuming alcohol during working hours and lunch breaks. They must maintain a professional attitude when interacting with the public and must not be arrogant or harassing.
The regulations also require agencies to respond to requests for coordination within 5 working days at the latest. If no response is received within the deadline, it will be considered as agreement, and the relevant agencies will be held responsible. Discipline regarding meetings and business trips continues to be tightened. Officials must attend meetings with the correct composition and on time; they are not allowed to send someone else to attend meetings with the Provincial People's Committee without permission. Business trips outside the province must be reported at least 2 days in advance.
Individuals who violate the regulations will be criticized, have their performance ratings lowered, have their awards cut, or face disciplinary action. Groups with a delay rate exceeding 5% or that allow violations to occur will not be considered for year-end awards. The head of the agency will also be held responsible if violations occur within their scope of management. The Provincial People's Committee requires 100% of officials and civil servants to sign a commitment to comply; and assigns the Department of Internal Affairs to regularly inspect, promptly detect, and handle violations.
