Based on practical experience gained over many years of developing industrial parks and attracting foreign direct investment (FDI) and domestic projects, Dong Nai has been gradually changing its approach to industrial construction and development in recent years.

Building green, eco-friendly industrial parks and minimizing environmental emissions is something Dong Nai will prioritize in the coming period.

Amata Industrial Park is one of the prime examples of Dong Nai province and Vietnam transforming its development model towards an eco-industrial park. In 2020, this industrial park was selected by the Ministry of Planning and Investment (now the Ministry of Finance ) and the United Nations Industrial Development Organization (UNIDO) to participate in the Pilot Project for building an eco-industrial park model.

Amata Group has been operating in Vietnam for 30 years and currently manages 3 industrial parks. Mr. Pham Anh Tuan, Senior Director of Water and Environmental Management at Amata Bien Hoa Urban Development Joint Stock Company, stated: Sustainable development and a circular economy bring many economic and environmental benefits. The construction and development of eco-industrial parks aims to increase the water recycling rate and improve the performance indicators for the industrial parks.

According to Mr. Tuan, industrial parks are facing significant pressure from both customers and investors regarding the provision of clean energy, ensuring low carbon footprint, and providing recycled water. Furthermore, when listed on the stock exchange, businesses must report sustainable development indicators to meet the increasingly high demands of investors concerned with environmental, social, and governance (ESG) factors.

International experience shows that the economic, environmental, and social benefits of eco-industrial parks are diverse and far exceed conventional business benefits. These benefits are not only commercial but also strategic, leading to reduced risk, increased competitiveness, business development, continuous production, and better cooperation with stakeholders. Eco-industrial parks allow companies to benefit from collaboration and exchange within the company (between management, technical and environmental staff, finance, etc.), as well as between companies and service providers and local authorities. Companies develop a shared awareness of environmental issues, transforming them into business solutions by using resources more efficiently and rationally through shared infrastructure.

Practical experience has demonstrated the clear benefits of sustainable development and the circular economy. The Amata Industrial Park is building industrial symbiosis models, bringing clear economic and environmental benefits, and meeting the requirements for export to various markets.

To achieve high results, Amata Industrial Park adheres to four groups of criteria for recognition as an eco-industrial park: industrial park management, environment, social and economic community, with the support of the Global Eco-Industrial Park Project. To date, Amata Industrial Park has met 86% of the criteria according to the international framework and has the potential to reach 97%. Building on this success, Amata Group is expanding its eco-industrial park construction standards to Long Thanh High-Tech Industrial Park, covering over 410 hectares, and other locations in Vietnam.

Electronic Tripod Vietnam Co., Ltd. (Bien Hoa 2 Industrial Park) specializes in manufacturing electronic circuit boards for the semiconductor industry.

Similarly, after more than 12 years of operation, Long Duc Industrial Park, covering an area of ​​282 hectares, has attracted over 70 projects with a total investment of nearly 2 billion USD. This industrial park is equipped with a modern infrastructure system and prioritizes attracting high-tech projects, supporting industries, and environmentally friendly projects in line with ecological and green development principles.

According to Mr. Ishii Hiroyuki, General Director of Long Duc Investment Co., Ltd. (the investor of Long Duc Industrial Park), the industrial park currently meets 15 out of 22 criteria for eco-industrial parks set by the Government. The company is continuing to finalize its documentation, supplement infrastructure, and promote industrial symbiosis to soon achieve eco-industrial park certification. Long Duc aims to become a leading unit in investing in green transformation industrial park infrastructure in Dong Nai.

Promoting the transformation of industrial park models.

During the period 2025-2030, Dong Nai strives to become a leading province in industrial development, a center for supporting industries in the Southern key economic region, and to accelerate the completion of infrastructure for innovation centers, research and development centers, and modern vocational training centers for the region and the country, forming a preliminary Industry 4.0 ecosystem in the province.

By 2050, Dong Nai will be the national and regional center for supporting industries, with key components including: specialized industrial parks/high-tech industrial parks; diverse industrial support services; a center for R&D and science parks; and the development of the locality into a center for vocational training, education, and innovation...

With its strategic geographical location and convenient connections to major economic centers, seaports, and airports, Dong Nai has become an attractive destination for domestic and foreign investors. The review, adjustment, and completion of planning for industrial parks, economic zones, and high-tech zones in recent times not only meets the local industrial development needs but also reflects a long-term vision for regional and national development strategies.

According to the Management Board of Industrial Parks and Economic Zones in Dong Nai province, practical experience shows the need to adjust planning to suit the requirements of modern industrial development. Most current industrial parks were established during the early stages of industrialization, are multi-sector parks, and have not yet made a significant contribution. Therefore, in the coming period, it is necessary to boldly shift the development of industrial parks towards new generation models such as industrial parks - urban areas - services, ecological industrial parks, specialized industrial parks, and high-tech industrial parks. This model allows for close integration of production and urban spaces, contributing to land conservation, synchronous infrastructure development, improved living standards for workers, and increased added value of the industrial sector.

Several large-scale industrial parks, exceeding 1,000 hectares, such as Bau Can - Tan Hiep and Xuan Que - Song Nhan, are proposed to be developed according to the industrial park - urban - service model, ensuring harmony between production, living, and commercial services. Industrial parks in the central area of ​​the province will be evaluated and selected for development in a specialized, high-tech, or ecological direction, depending on their location advantages and industries.

The work of adjusting and updating the planning not only helps to better define the industrial development space of the province but also creates an important legal basis for implementing policies to attract investment, develop infrastructure, and use land efficiently and sustainably. In the coming time, the Management Board of Industrial Parks and Economic Zones of Dong Nai province will continue to strengthen coordination with departments, agencies, and localities to complete the planning database, moving towards building a spatial data system (GIS) for industrial parks and economic zones in the province. This will be the foundation for digital transformation in state management, supporting businesses and investors in accessing information, and simultaneously improving the efficiency of planning management and supervision.

Encouraging businesses to reduce emissions.

Alongside the transformation of industrial park models, Dong Nai also encourages businesses to apply green technologies and minimize greenhouse gas emissions.

According to Associate Professor Dr. Nguyen Ngoc Lam from Lac Hong University, businesses need to shift towards low-emission production and the application of high-tech, green, and clean technologies. This is a complex task because industrial parks in Dong Nai are already filled with businesses using outdated technologies. Therefore, the transition to high-tech production should be a requirement for each business. Innovation should be considered a driving force for business development in upgrading existing products or creating new ones, enhancing their competitiveness. Local authorities should incorporate this into the criteria for reviewing investment registrations, extensions, dissolutions, and business support.

At Electronic Tripod Vietnam Co., Ltd. (located in Bien Hoa 2 Industrial Park, specializing in the production of electronic circuit boards for the semiconductor industry), the application of technology in production is emphasized. Since the beginning of 2023, the company has begun to change its production technology, shifting its product focus from low-layer electronic circuit boards to high-end, multi-layer boards used in high-tech fields such as servers and notebooks. The company has invested tens of millions of USD in this transformation, focusing on automating its factory production lines. The circuit board loading and unloading lines are automatically controlled by robotic arms to replace the previously manual labor.

Industrial parks play a crucial role in Dong Nai's economic growth. In the future, the province's industrial development will focus on attracting strategic, new-generation investors, filling existing industrial parks, and continuing to attract investment to potential ones, prioritizing high-tech industries, green industries, and supporting industries. The collaboration between local authorities and businesses will help Dong Nai successfully achieve its dual goals: maintaining its position as an industrial growth hub while pioneering the fulfillment of the net-zero commitment that the province and the country are striving for.

At the local level, in early 2024, the People's Committee of Dong Nai province issued the Project on Reducing Carbon Emissions in Dong Nai Province for the period 2021-2030, with a vision to 2050. Accordingly, there are seven key areas requiring emission reduction: energy; transportation; industry; environment; agriculture, forestry and land use; construction and materials; and urban areas. The province will develop policies to support the development of a low-carbon economy; promote technological transformation and green production and consumption models; and raise awareness and action within the community.

According to Pham Viet Phuong, Deputy Head of the Management Board of Industrial Parks and Economic Zones in Dong Nai province, manufacturing is one of the seven priority sectors in the province for reducing emissions under the carbon emission reduction plan, with the goal of achieving net emissions of zero by 2050. This is not only an environmental goal but also a "key" to enhancing competitiveness and meeting the requirements of "greening" the global supply chain.
