

Currently, the province has approximately 15,700 workers in the tourism sector, of which about 6,700 are directly employed. This is a crucial force participating in the tourism service supply chain, from accommodation and travel agencies to guides, transportation, and experiential services. However, given the increasingly high demands of tourists, improving the quality of human resources has become an urgent task. During the period 2021-2025, the province organized approximately 30 training courses for over 1,100 participants, including civil servants, officials, managers, workers in various units and businesses, and local residents. The training content was diverse, encompassing state management, business administration, professional skills, communication and etiquette, tour guide skills, foreign languages, communication and promotion, and the application of digital transformation in tourism. Many highly practical training programs have contributed to enhancing the capacity of tourism workers. These include courses on skills in building and creating online promotional content for tourism KOLs; managing accommodation facilities; skills in welcoming and serving guests at homestays; and training courses under Project 6 of the National Target Program for socio -economic development in ethnic minority and mountainous areas. Through these, people and businesses are gradually accessing modern tourism methods, linked to digital transformation and market demands.
Mr. Tran Hai Ha, Acting Director of the Department of Culture, Sports and Tourism, said: In addition to on-the-job training, the Department also organizes study tours to learn from the experiences of many localities with strengths in community tourism, such as Son La, Phu Tho, Thanh Hoa, Tuyen Quang, Lao Cai, and Lai Chau. This activity helps officials, businesses, and people broaden their horizons, learn good practices, and apply them appropriately to the actual conditions of their localities. Furthermore, the strengthening of the state management apparatus for tourism from the provincial to the grassroots level has also been promoted. The capacity for advising, directing, and managing is gradually improved; the inspection and supervision of service quality is strengthened; and the digital system for receiving and processing tourist feedback operates effectively. The role of the Steering Committee for Tourism Development is enhanced, along with the orientation to build strong professional organizations such as the Tourism Association and the Association of Restaurants, Hotels, and Homestays, acting as a bridge to connect and support businesses.
One of the province's key priorities is developing local human resources, especially a team of local tour guides. This workforce is considered to have an advantage in understanding the culture, history, customs, and traditions, contributing to the unique identity of tourism products. The province also focuses on training vocational skills for people participating in community tourism, helping them gradually professionalize their services to tourists. Attracting high-quality human resources and strengthening links between training institutions and businesses are prioritized. Domestic and international training cooperation programs are promoted, aiming to build a workforce with professional expertise, skills, and work ethics. Tourism skills competitions are also maintained, creating a platform for workers to improve their skills and learn from experience.
In fact, many units and businesses in the area have proactively trained and retrained their human resources. Professional development for employees has been identified as a key task to improve service quality and competitiveness. Regular inspections of tour guide skills are also conducted.
Ms. Vu Thi Tuyet Nga, Director of the Dien Bien Phu Victory Museum, said: "The unit regularly organizes inspections and evaluations of the quality of tour guides based on criteria such as in-depth knowledge, situational handling skills, and general knowledge. Through these evaluations, the museum's team of tour guides has been recognized for their good historical and social knowledge, clear presentation skills, and effective handling of situations."
Developing human resources is not only a short-term solution but also a long-term strategy that determines the quality and attractiveness of a destination. With ongoing efforts, Dien Bien is gradually building a professional tourism workforce, contributing to making tourism a driving force for the socio-economic development of the locality.
