VHO - On the afternoon of December 26th, in Hanoi, the Political Affairs Department (Ministry of Public Security) chaired and coordinated with functional units to organize a seminar on "Some theoretical and practical issues in developing the culture of the People's Public Security in the new era".

The seminar aimed to review the results of building a corporate culture within the People's Public Security Force (CAND) and propose solutions for development that are in line with the requirements of the new era.

The culture of the People's Police Force - an intrinsic driving force for fulfilling the mission.

In his opening remarks at the seminar, the Director of the Political Affairs Department ( Ministry of Public Security ) Major General Pham Kim Dinh stated that in 2025, our country stands at the historical threshold of a "new era - the era of national resurgence."

In that context, the Central Party Committee of the Public Security and the leadership of the Ministry of Public Security determined that building the culture of the People's Public Security Force aims not only to improve spiritual life but also to create " soft power". This becomes the intrinsic foundation for the People's Public Security Force to fulfill its mission as the " sharp sword" and "steel shield" protecting the country and its people.

In particular, given the urgent demands of the fight against corruption and negative practices, and the directives of General Secretary To Lam on the fight against waste, building a culture within the People's Police Force has become even more critical, aiming towards a culture of integrity, frugality, dedication, and a digital culture .

Over the past 80 years, the People's Public Security Force has always prioritized building and nurturing its unique culture, forged from the six teachings of President Ho Chi Minh, concretized through the five oaths of honor, the ten disciplinary rules, and various emulation movements.

These values ​​have permeated every officer and soldier, forming a noble cultural identity: patriotism, absolute loyalty to the Party and the people; unity and strict discipline; resourcefulness and courage in the fight against crime.

Major General Pham Kim Dinh stated that, in recent times, the Ministry of Public Security has taken the lead in reorganizing its structure in accordance with Resolution No. 22-NQ/TW , implementing the motto "A lean central ministry, strong provincial forces, and grassroots-based commune forces," bringing regular police officers to communes, contributing to maintaining security and order at the grassroots level.

Simultaneously, the implementation of Resolution No. 12-NQ/TW on building a truly clean, strong, professional, elite, and modern People's Public Security force has yielded many important results. However, modernization in organization, equipment, and technology must go hand in hand with modernization in thinking and cultural standards, because a professional and elite force cannot exist without a foundation of humane and intellectual cultural conduct.

In the "new era," cyberspace directly impacts thoughts and lifestyles, requiring the development of a digital culture, behavioral norms, and the preservation of "ideological sovereignty"; the process of developing a market economy and integration increases the risks of individualism, pragmatism, formalism, and wastefulness.

Therefore, building the culture of the People's Police must be linked to training, self-reflection, self-correction, and steadfast adherence to the principle that "Honor is the most sacred and noble thing."

The seminar received many contributions and opinions from the delegates.

Affirming the significance of the seminar, Major General Pham Kim Dinh emphasized that this is not only an opportunity to summarize theoretical aspects, but also a forum for frank exchange and proposing solutions so that culture truly becomes an intrinsic driving force , regulating the behavior of each officer and soldier.

The opinions expressed at the seminar will serve as important scientific data for the Political Affairs Department to advise the Party Committee of the Central Public Security Ministry and the leadership of the Ministry of Public Security in formulating cultural policies for the period 2026–2030 , with a vision to 2045.

The seminar received more than 25 papers. of managers, experts, scientists, and practitioners both within and outside the People's Public Security Force.

The presentations focused on clarifying the theoretical and practical basis for building and developing the culture of the People's Police in the new era; evaluating the achievements, pointing out limitations and difficulties, and analyzing the challenges posed by the requirements of force modernization and the context of digital transformation and international integration.

At the seminar, Associate Professor Bui Hoai Son, Standing Member of the National Assembly's Committee on Culture and Society, noted that in recent years, the work of building culture within the People's Public Security Force has undergone significant, unified, and comprehensive changes. more than before.

The change is not only reflected in official conduct or attitudes towards serving the people, but more profoundly, in the transformation of each officer and soldier's awareness of the role of culture. From being a supplementary element, culture has become a core component. in the identity, organizational capacity, and development direction of the entire industry.

Proposing solutions for developing the culture of the People's Police Force, Professor Dr. Dinh Xuan Dung, former Vice Chairman of the Central Council for Literary and Artistic Theory and Criticism, suggested that culture should permeate all activities of the force, towards "culturalizing" all aspects of work, evaluating from both political and cultural perspectives, thereby building a comprehensive image of the People's Police Force.

In response to new demands, the Public Security sector needs to strengthen cultural education and training in schools; at the same time, focus on building a healthy cultural environment, especially at the grassroots level, so that each unit and each officer and soldier becomes a cultural role model closely connected with the people, thereby promoting cultural strength, combating negativity, and preserving the fine traditions of the People's Public Security force.
