
Speaking at the press conference, Deputy Head of the Office of the President Can Dinh Tai emphasized that the President's 2026 amnesty decision is an event of profound political, legal, and humanitarian significance, demonstrating the strictness of the law and the humane traditions of the nation. It is a vivid manifestation of Vietnam's socialist rule of law state: putting people at the center, resolutely protecting the rule of law while creating opportunities for those who are truly repentant to reintegrate and contribute to society.

“The implementation of the 2026 amnesty further affirms the consistent message of the Party and the State: no one is left behind if they are truly determined to correct their mistakes and strive to improve themselves through their own will. Under the direct leadership and guidance of the Party and State leaders and the Amnesty Advisory Council, ministries, localities, and detention facilities have continuously, objectively, openly, transparently, and in accordance with the law. All dossiers have been rigorously reviewed to ensure accuracy and fairness,” the Deputy Head of the Office of the President emphasized.
Based on the recommendation of the Clemency Advisory Council, on May 26, 2026, General Secretary and President To Lam decided to grant clemency to 9,950 prisoners who met the legal requirements. The Deputy Head of the Office of the President affirmed that this is not only a joy for those granted clemency and their families, but also a testament to the effectiveness of the humane criminal policy and the persistent efforts of the forces involved in managing, educating, and rehabilitating prisoners.

Acknowledging the coordination of relevant agencies and the press in correctly disseminating the Party and State's guidelines and policies, the Deputy Head of the Office of the President requested that all levels, sectors, local governments, the business community, social organizations, and the entire population continue to accompany and support those granted amnesty in reintegrating into the community, transforming the opportunities given into motivation for striving so that each person returning can become a success story of rehabilitation and striving.
At the press conference, Deputy Minister of Public Security Le Van Tuyen answered reporters' questions regarding several issues related to the 2026 amnesty. Accordingly, regarding the amnesty review process, the implementation of the President's decision on amnesty ensures openness, transparency, objectivity, and accuracy. All cases recommended for amnesty receive the unanimous agreement of the members of the Amnesty Advisory Council before being submitted to the President for signing.
Regarding community reintegration efforts, Deputy Minister Le Van Tuyen stated that, in recent times, alongside the education and rehabilitation of prisoners, the Ministry of Public Security has proactively advised on and seriously implemented regulations on community reintegration. In particular, following the implementation of Government Decree No. 49/2020/ND-CP dated April 17, 2020, detailing the implementation of the Law on Execution of Criminal Sentences on community reintegration, and Decision No. 22/2023/QD-TTg dated August 17, 2023, on credit for those who have completed their prison sentences, many individuals have received loan support for production and business activities.

Community reintegration efforts have been seriously implemented by various sectors, levels, and local police forces in recent times. After serving their prison sentences, many individuals have received support from local police forces in coordination with local authorities, organizations, and businesses to find employment, obtain loans, and develop production. Some have even opened businesses, earned stable incomes, and created jobs for others.
Deputy Minister Le Van Tuyen also stated that among the 9,950 prisoners granted amnesty this time, 133 prisoners were involved in cases and incidents monitored and directed by the Central Steering Committee on Anti-Corruption and Negative Phenomena. Although these cases met all the criteria, the Amnesty Advisory Council conducted a thorough review and sought the opinion of the Central Steering Committee before submitting them to the President for a decision.
