According to the Vietnam Road Administration, the estimated expenditure from the road economic activity budget for the management and maintenance of the national highway system in 2024 is 12,100 billion VND.
However, by the end of July 2024, the Road Management Zones, Departments of Transport, and Project Management Boards had only disbursed 4,600 billion VND, reaching only 38% of the allocated budget.
The Departments of Transport are revising their disbursement plans for the remaining months, ensuring 100% disbursement of maintenance funds for 2024 (Illustrative image).
Specifically, the Department of Transport of Tay Ninh province has only disbursed 3.75%, the Department of Transport of Ba Ria - Vung Tau province has disbursed over 13%, and the Department of Transport of Kien Giang province has disbursed 13%.
Criticizing the aforementioned Departments of Transport for very slow disbursement, the Vietnam Road Administration requested the directors of these Departments of Transport to focus on directing and clarifying the reasons for the slow disbursement.
The Departments of Transport also have solutions to overcome existing problems and obstacles, and to urge and accelerate the implementation of the maintenance plan to ensure 100% disbursement of allocated funds, reporting the results to the Vietnam Road Administration before September 5, 2024.
According to the Vietnam Road Administration, some provincial Departments of Transport have been slow in planning their disbursement for the last six months of the year. By the end of October 2024, they had not reached 80% of their allocated budget, such as the Departments of Transport of Ba Ria - Vung Tau, Ben Tre, and Tay Ninh. By the end of November 2024, they had not reached 90% of their allocated budget, such as the Departments of Transport of Ba Ria - Vung Tau and Ben Tre.
The Department of Roads has requested the directors of the Departments of Transport to review the implementation status and accelerate the progress of the 2024 maintenance plan, ensuring the overall disbursement target for the road economic development fund is met.
The Departments of Transport are urged to promptly review and accelerate the implementation progress, revise the disbursement plan for the remaining months of 2024, ensuring that by the end of October 2024, over 80% of the allocated budget is achieved, by the end of November 2024, over 90% is achieved, and by December 31, 2024, 100% of the allocated budget is achieved.
