From June 1st, 2026, the People's Committee of Hai Phong City will delegate to the People's Committees of communes, wards, and special zones the authority to determine the specific pricing of services for using sales space in markets invested with state capital in the city, except in cases where auctioning is carried out according to the law.

The People's Committee of the commune, ward, or special zone is responsible for assigning its subordinate specialized agencies to appraise pricing plans and submit pricing documents for services using sales space in markets under its management.

The decision also amends and supplements several provisions of Decision No. 164/2025/QD-UBND dated September 18, 2025, of the People's Committee of Hai Phong City, which regulates state management of prices in Hai Phong. Specifically, it amends Clause 3 of Article 4 concerning the responsibility of agencies and units to appraise price plans and submit price determination documents; and simultaneously abolishes the content regarding the responsibility of the Department of Industry and Trade to appraise price plans and submit price determination documents in some sections of the appendix attached to the previous decision.

According to the roadmap, by January 1, 2027 at the latest, the People's Committees of communes, wards, and special zones must issue specific pricing documents for the use of sales space in markets invested with state capital within their management areas for implementation.
