According to the Decision, the area for the local adjustment of the N1 urban sub-area planning is defined by planning zone I.7.3 with the following boundaries: East: bordering the Tien Phong Flower Village housing project and planning zone I.7.5; North: bordering Tien Phong lagoon; South: bordering the Minh Giang – Dam Va housing project (phase 2); West: bordering National Highway 23B and planning zone I.7.2. The area of planning zone I.7.3 is approximately 47.61 hectares, with a population of approximately 6,800 people (unchanged).
The aim of this adjustment is to address difficulties and shortcomings in the implementation of previously approved projects, to consider the continuity of the project's legal process in the area after the expansion of Hanoi 's administrative boundaries, and to ensure the feasibility of implementing the plan.
Furthermore, it is necessary to clearly define the scope, extent, and content of the adjustments; ensure continuity and synchronous connection of technical and social infrastructure in the adjusted area and surrounding areas; ensure compliance with the framework indicators defined in the approved N1 urban sub-area plan and adhere to current regulations, standards, and guidelines; and study the arrangement of schools at all levels in a concentrated manner, meeting the requirements for the development of a multi-level school system in the current period and in line with actual needs. This will also serve as a basis for implementing construction investment projects and as a legal basis for functional agencies and local authorities to manage architectural planning and construction investment according to the approved plan.
The adjustments focus on 04 areas, involving 11 functional land plots, with the following main points:
Relocate and consolidate the land plots designated for public and residential functions (CC2), secondary school (TH2), and kindergarten (NT2) to the new residential group land plot (NO1) to combine with the primary school land plot (TH1) into a multi-level school and public residential complex. Adjust the planning and architectural land use indicators for primary and secondary schools: from a building density of 14-35% and a height of 2-3 stories to a building density of 14-40% and a height of 2-5 stories.
The mixed-use land plot (code HH) is relocated to the land plot coded NT2 and a portion of the new housing group land plot (code NO10), reducing the mixed-use land area from 1.29 ha to 0.75 ha to increase the area of new housing planned for social housing. The old mixed-use land plot, combined with a portion of the green space land plot (code CXKV6, area 0.11 ha), is adjusted to become new housing group land (code NO1). The architectural planning standard for the mixed-use land is adjusted from 15 floors to a maximum of 21 floors, consistent with the maximum height for the new housing group land.
Adjust a portion of the land designated for the new residential area (coded NO9, NO10), specifically the part adjacent to the 48m road, to green space (coded CX5, CX6), with a total area of 0.51 hectares.
The area of planning zone I.7.3 decreased by approximately 0.26 hectares after updating the approved red line boundary in the Local Adjustment Plan for the Minh Giang - Dam Va Housing Area (Phase 2) according to Decision No. 1957/QD-UBND dated March 27, 2017 of the People's Committee of the City.
The People's Committee of Ho Chi Minh City assigns the Department of Planning and Architecture to inspect and verify the drawing of the Local Adjustment of Urban Subdivision Planning N1 at a scale of 1/2000 in planning area I.7.3, ensuring its conformity with this Decision; and to archive the planning project documents in accordance with regulations.
The People's Committee of Me Linh District, in coordination with the Department of Planning and Architecture, will publicly announce the approved planning to organizations, agencies, and the public for implementation. The Chairman of the People's Committee of Me Linh District and the Inspectorate of the Department of Construction are responsible for inspecting and supervising construction according to the plan, and handling cases of construction violating the plan according to their authority and the provisions of the law.
