Information regarding the implementation of the Tu Lien Bridge construction project.

Kinhtedothi - Hanoi city leaders have instructed the Department of Transport to develop a detailed plan and schedule for implementing investment procedures for the Tu Lien Bridge construction project and the road from Tu Lien Bridge to the Hanoi - Thai Nguyen expressway before December 10, 2024.

The Office of the Hanoi People's Committee issued Notice No. 557/TB-VP (dated November 26) regarding the conclusions of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan at the meeting to hear reports on the progress of the implementation of the investment project to build Tu Lien Bridge and the road from Tu Lien Bridge to the Hanoi - Thai Nguyen Expressway.

Accordingly, there was consensus on the principle regarding several aspects related to the investment scale, technical plan, and technology of the Tu Lien Bridge and the road from Tu Lien Bridge to the Hanoi-Thai Nguyen Expressway construction project, as proposed by the Department of Transport. In particular, attention was paid to ensuring that the route and location comply with the approved Master Plan for the Capital City, the revised Master Plan for the Capital City, the Capital City Transport Plan, and the Technical Infrastructure Plan under the approved Northern Urban Subdivision Plan.

Along with that, two investment projects are implemented simultaneously: (1) Construction of Tu Lien Bridge and roads at both ends of the bridge (connecting with the extended National Highway 5/Truong Sa Road); (2) Construction of a road connecting Tu Lien Bridge (from the intersection of Tu Lien Bridge with the extended National Highway 5/Truong Sa Road) to the Hanoi - Thai Nguyen Expressway.

Regarding the implementation of land clearance work using public investment capital: The Department of Transport is assigned to preside over and coordinate with the Department of Planning & Investment, the Department of Natural Resources & Environment and relevant units to research, compare, select and report clearly on the implementation plan according to the following cases: (1) In the case where land clearance work is a component project using public investment capital in the overall investment project, the People's Committees of the relevant districts and counties are assigned to organize the implementation; (2) In the case where the land clearance project is an independent component project using public investment capital, the People's Committees of the relevant districts and counties are assigned to organize the implementation.

The Department of Transport is tasked with developing a detailed plan and schedule for implementing the investment procedures for the two aforementioned investment projects, and reporting to the People's Committee of Ho Chi Minh City for guidance before December 10, 2024.

The Department of Planning and Architecture and the Institute of Construction Planning are instructed to urgently finalize the route and location plans for the two aforementioned investment projects and report them to the People's Committee of Ho Chi Minh City before December 15, 2024.
