At the 12th session of the Provincial People's Council in December 2022, the Director of the Provincial Department of Information and Communications answered questions before the People's Council regarding the commitment to promoting digital transformation. However, to date, Quang Ninh province ranks 35th out of 63 provinces and cities in the set of indicators for directing, managing, and evaluating the quality of service to citizens and businesses. As the standing agency responsible for advising on the implementation of the Digital Transformation Project, could the Director please explain how the Department has advised on and implemented digital transformation tasks in the past period? What are the results achieved to date?
Regarding the topic of digital transformation, delegate Vu Dinh Nhan, from the Cam Pha City delegation, questioned the Director of the Department of Information and Communications:
In practice, digital transformation in the province has brought many practical benefits and effectiveness to agencies, units, businesses, and citizens. Among these, the e-government system is a crucial tool for improving the efficiency of officials and civil servants in performing their duties and handling administrative procedures. Currently, most of the direction, management, and handling of administrative tasks and procedures are carried out through the system. However, recently, observations indicate that the system is showing signs of overload, operating very slowly and frequently experiencing errors. This directly affects and disrupts the efficiency of officials and civil servants, especially impacting the submission and processing time of online administrative documents for citizens and businesses.
I request that the Director of the Department of Information and Communications provide information on the department's assessment of this situation and the specific solutions it will implement to address the issue, thereby contributing to improving the effectiveness of the e-government system at all levels and serving the people more efficiently in the future.
Representative Bui Thi Quynh Nga from the Quang Yen constituency questioned the Department of Information and Communications about the results of implementing measures to promote digital transformation. According to the representative, Resolution No. 140/NQ-HĐND dated November 9, 2022, of the Provincial People's Council on questioning and answering questions at the 12th session includes several tasks that need to be implemented to promote digital transformation in the province. However, upon monitoring, the medium-term public investment plan for the period 2021-2025, the provincial budget, does not include any projects in the field of technology and information; some tasks and projects related to information and digital transformation, allocated from recurrent expenditure, have not been implemented and their budgets have been canceled.
The delegate requested the Director of the Department of Information and Communications to provide information on the results of implementing the tasks outlined in Resolution No. 140/NQ-HĐND of the Provincial People's Council. Furthermore, what solutions has the Department of Information and Communications proposed to the Provincial People's Committee when developing the medium-term public investment plan for the period 2026-2030 to build a digital government, digital economy , digital society, and smart cities?
