Talking to Tien Phong reporter, Dr. Nguyen Thi Thu Anh, member of the National Council for Education and Human Resources Development of Vietnam - Vice President of the Hanoi Educational Psychology Association, said that when Circular 29 of the Ministry of Education and Training comes into practice, schools will focus on their management role and not participate in paid extra classes to ensure transparency and fairness in education, and students will not have to worry about taking extra classes to get higher scores.

Need to innovate examinations and student assessment

Madam, how does Circular 29 of the Ministry of Education and Training, which has just been issued, affect teaching and learning in schools as well as extra teaching and learning outside of school?

Implementing Circular 29, schools will focus on the role of management and learning orientation, not participating in extra teaching activities to ensure transparency and fairness ineducation , students do not have to worry about taking extra classes to get higher scores.

Meanwhile, the circular also requires teachers to improve the quality of formal teaching and innovate testing and assessment methods so that students do not have to take too many extra classes. This will strengthen the trust of families and society in each teacher and school.

When extra classes are organized in centers outside of schools, it will help eliminate the shortcomings in teachers' ethics in organizing extra classes and extra classes that society has long reported as widespread. However, there are always challenges, including managing the quality of teaching at extra classes. Ensuring that there are enough forms of support for students in need of help is also something that needs attention.

The regulation that does not allow teachers who teach in class to teach extra classes for money to their students has made many teachers wonder: no one understands their students better than the teacher in the classroom; teachers are worried about the reduction in income or parents will have to struggle to find extra teaching centers with more expensive costs... What do you think about the above concerns of some teachers today?

I think teachers' concerns are completely understandable, because extra teaching has long been a source of income for a number of teachers.

However, the statistics of teachers who teach extra classes for a fee in schools are very small compared to teachers who do not teach extra classes. Many teachers have used their understanding to motivate students to improve in each lesson. They research and learn to be able to teach effectively in class and guide their students to learn on their own at home.

"I have witnessed many teachers proactively helping students after school without receiving any financial support. These teachers deserve to be honored for their dedication to their students and to the teaching profession," said Dr. Nguyen Thi Thu Anh.

To avoid the situation where parents have to struggle to find expensive tutoring centers, homeroom teachers regularly provide information about students' learning situation at school and discuss with parents how to accompany their children and help them progress. Instead of sending their children to tutoring centers, parents will always closely follow their children's learning process, encourage and motivate them to actively study on their own.

Changing the habit of relying on private tutoring

As a teacher and school administrator, what impact and significance do you think this circular has on students? For a long time, many students have been accustomed to passive learning. When extra classes are limited, will it affect the quality of their studies? Especially when students are still worried and have to compete in exams for higher levels, high school graduation exams... ?

Whether students learn passively or actively depends on how teachers and parents guide them to learn on their own. We all admit that students learn passively because of too much extra classes and that is why the Ministry of Education and Training requires schools to change.

Many scientific studies have shown that, to turn the knowledge taught by teachers into their own knowledge, students need to spend 2 to 3 times more time studying on their own. Thus, if they study with a teacher for 1 hour, students need to study on their own for at least 2-3 hours to understand, practice and remember.

Perhaps many teachers and parents will be surprised when they "count" their children's total self-study time and discover that their children have no time to self-study, no time to play, learn life skills, learn how to show care and love for themselves and others - Dr. Nguyen Thi Thu Anh.

Knowing how to self-study is not easy for students, teachers and parents. I think Circular 29 is an opportunity for teachers and parents to change their expectations of extra classes, thereby helping their children progress by working with them to implement proactive and creative learning methods, and training their children and themselves in self-study skills. Knowing how to self-study is not only meaningful for children so they don't have to go to extra classes, but also meaningful for their whole life in the future.

Circular 29 of the Ministry of Education and Training "bans" teaching all cultural subjects at primary level.

In the context of the high school graduation exam and the transfer exams are still highly competitive, the suspension of extra classes at school is making some students worried. Therefore, teachers need to pay attention to stabilizing students' psychology, improving teaching methods and building a learning support system such as free tutoring classes, creating groups of students to help each other, establishing a learning counseling team to help students as much as possible.

In the context of implementing the 2018 general education program, what should schools and teachers do to educate students in the direction of comprehensive development of qualities and abilities?

That is the question that schools have been answering together since the beginning of the implementation of the 2018 General Education Program. The most important thing is that teachers need to deeply understand what it means to teach and develop comprehensive qualities and abilities in order to change the old teaching methods that have been deeply ingrained and become long-standing habits.

From there, teachers will have important innovations in methods, forms of teaching organization, testing, evaluation and organization of educational activities.

The Ministry of Education and Training once issued Circular 17 regulating extra teaching and learning, but in reality, extra teaching is still widespread, and there are even situations where students are forced to take extra classes. In your opinion, from the Circular to reality, can it be seriously implemented? What solutions are needed?

To put Circular 29 into practice, the whole system needs to join hands. Prime Minister Pham Minh Chinh has sent a telegram on the management of extra teaching and learning activities to the Minister of Education and Training and the Chairmen of the People's Committees of provinces and cities. The Ministry of Education and Training is directing very strongly to improve the quality of formal teaching and learning and to eliminate extra teaching in schools.

Many activities need to be implemented synchronously in localities, such as: improving the quality of teaching and assessment in schools; building a clear and strict legal framework for extra-curricular teaching and learning activities outside of schools; organizing regular monitoring and inspection of the activities of centers and having sanctions to handle illegal and poor-quality centers; propagating and raising awareness for parents and students, avoiding following the trend of ineffective extra-curricular learning;...

Circular 29 is an important step forward in curbing the rampant situation of extra tutoring, aiming to improve the quality of formal education and promote proactive learning methods.

There is still much work to be done in the coming period, but we have strong faith in improvements in the quality of teaching in the future.
