On the afternoon of September 15, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan and the working delegation inspected a number of works in Dong Hai commune after the administrative boundary merger. The Vice Chairman of the Provincial People's Committee requested the locality to review and assess the need to use the Buu 2 Hamlet Resettlement Area, study the plan to change the functions of the works and rearrange the office, ensuring effective management and use of public assets, avoiding waste.

Accordingly, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan inspected the headquarters of the People's Committee of Dong Hai commune; the Party Committee of Dong Hai commune; the cluster of works belonging to the Resettlement Area Project of Buu 2 hamlet; Vo Van Kiet Primary School; Huong Duong Kindergarten and the Cultural House of Buu 2 hamlet.

According to the report of the People's Committee of Dong Hai commune, after merging Long Dien Dong and Long Dien Dong A communes into Dong Hai commune, the headquarters of the Party, government and mass organizations of the commune were scattered in two places nearly 10 km apart; the facilities were degraded and not arranged in a concentrated manner, causing difficulties in management and operation.

Through review, in the commune there is the Buu 2 Hamlet Resettlement Area, with the following items: 58 resettlement plots, Vo Van Kiet Primary School, Huong Duong Kindergarten, Hamlet Cultural House and technical infrastructure works that have been invested and completed and put into use in 2022, but currently the investment efficiency has not been promoted due to the location being far from residential clusters.

At the inspection session, the leaders of Dong Hai Commune People's Committee proposed that the Provincial People's Committee agree on the policy of transferring the functions of Vo Van Kiet Primary School, Huong Duong Kindergarten and the Hamlet Cultural House in Buu 2 Hamlet Resettlement Area to arrange for the administrative center of Dong Hai Commune; at the same time, invest in building a new Nguyen Hue Primary School; repair and upgrade old and degraded construction items, purchase additional equipment and teaching aids for Phong Lan Kindergarten, Vo Van Kiet Primary School and Le Quy Don Secondary School, in order to meet the teaching and learning requirements of teachers and students in the commune.

During the inspection, representatives of the provincial departments and branches basically agreed with the proposal of the People's Committee of Dong Hai commune; however, they suggested that the locality should re-evaluate the need to use the items in the resettlement area of ​​Buu 2 hamlet, the arrangement of schools and classrooms in the commune and the authority to change the functions of the works; the plan to arrange the works after changing the functions... as a basis for appropriate proposals.

Through the actual inspection, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan requested the People's Committee of Dong Hai commune to receive opinions from departments and branches to review and have a report assessing the need to use the resettlement area of ​​Buu 2 hamlet, as a basis for proposing to change the functions of the works; at the same time, have a plan to arrange and arrange the working headquarters after the function change accordingly, report to the Provincial People's Committee for consideration and decision as soon as possible.

Based on the proposal of the Commune People's Committee, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan requested the Department of Agriculture and Environment, the Department of Finance, and the Department of Construction to review legal regulations and the practical situation of the locality, as a basis for advising and proposing the Provincial People's Committee to consider and handle in accordance with regulations, in order to promote the effectiveness of management and use of public assets, and to prevent loss, waste, and negativity.
