The European Union (EU) initiated an anti-dumping investigation into cold-rolled steel coil products.

On September 18, 2025, the European Commission (EC) issued a Notice of Initiation of Anti-Dumping Investigation (ADI) on certain cold-rolled steel coil products originating from India, Japan, Taiwan, Turkey and Vietnam, imported into the European Union (EU).

Some general information about the incident is as follows:

Date of receipt of the Request for Proposal: 04 August 2025. Date of issuance of the Notice of Initiation: 18 September 2025. Requesting Party: European Steel Association (EUROFER).

Goods under investigation: Cold rolled steel coils (excluding stainless steel, galvanized steel, color coated steel). Reference CN codes: ex 7209 15 00, 7209 16 90, 7209 17 90, 7209 18 91, ex 7209 18 99, ex 7209 25 00, 7209 26 90, 7209 27 90, 7209 28 90, 7211 23 30, ex 7211 23 80, ex 7211 29 00, 7225 50 80, 7226 92 00 (reference TARIC codes: 7209 15 00 90, 7209 18 99 90, 7209 25 00 90, 7211 23 80 19, 7211 23 80 95, 7211 23 80 99, 7211 29 00 19, 7211 29 00 99).

Anti-dumping investigation period: From July 1, 2024 to June 30, 2025

Damage investigation period: From January 1, 2022 to June 30, 2025

Investigation period: The investigation will be completed within 01 year, which can be extended but not more than 14 months from the date of issuance of the Notice of Initiation.

In the Initiation Notice, the EC provided details regarding the Requesting Party, the goods under investigation, the alleged dumping, the injury and causal link, the alleged intervention in the prices of raw materials, the investigation procedure and related time limits, the provisions on the rights and obligations of the parties involved, and instructions on the procedures for uploading and posting documents on the EC's electronic system TRON.

The Trade Defense Department recommends that the Vietnam Steel Association and enterprises producing and exporting investigated goods carefully study the attached information and documents, fully cooperate with the EC to provide information and documents in accordance with the prescribed format and time limit, and regularly coordinate and provide information to receive timely support from the Trade Defense Department.
