Deputy Prime Minister Nguyen Chi Dung works with 5 localities to 'remove obstacles' and promote growth

(Chinhphu.vn) - On the morning of August 22, in Ha Tinh, Deputy Prime Minister Nguyen Chi Dung, Head of Working Group No. 7 of the Government, led a working delegation to work with 5 localities (Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri) to urge and remove difficulties and obstacles in production and business, import and export, infrastructure construction, promote growth, and accelerate disbursement of public investment capital.

Attending the meeting were leaders of ministries and agencies: Finance, Construction, Government Office ...; leaders of 5 localities and departments and branches.

In Decision No. 1544/QD-TTg dated July 16, 2025 of the Prime Minister, the Prime Minister established 8 working groups headed by the Government leader.

The goal of the working groups is to urge, remove difficulties and obstacles, promote production and business, import and export, infrastructure construction, social housing, national target programs, promote disbursement of public investment capital of ministries, central and local agencies, in order to achieve and exceed the economic growth target of over 8% in 2025 and double digits in the following years.

Task Force No. 7 was assigned to monitor and direct 5 localities: Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri. These are all localities with great potential in industry, tourism, high-tech agriculture, renewable energy, marine economy and regional connectivity.

Achieved many important results

In the overall report, Deputy Minister of Finance Nguyen Thi Bich Ngoc said that the Ministry of Finance has issued Document No. 11602/BTC-PTHT dated July 30, 2025 on the implementation of the state budget public investment plan accumulated for 6 months and estimated for 7 months of 2025 of ministries, central agencies and localities.

Accordingly, ministries, central and local agencies under Working Group No. 7 achieved 49.52% of the plan assigned by the Prime Minister, higher than the general disbursement rate of the whole country.

Of which, 4 provinces have disbursement rates higher than the national average: Ninh Binh (49.78%), Thanh Hoa (53.18%), Nghe An (75.83%), Ha Tinh (60.52%).

Three ministries, central agencies and 1 locality with disbursement rates lower than the national average are the Ministry of Science and Technology, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, and Quang Tri province.

Regarding GRDP in the first 6 months of the year, Ninh Binh after consolidation reached 10.82%, Ha Tinh reached 8.16%, Nghe An reached 8.24%, Thanh Hoa reached 7.88% and Quang Tri reached 7.48%.

State budget revenue in localities in the past 7 months reached 78.8% of the assigned estimate.

In addition, key projects and works are focused on implementing with many creative solutions and effective methods, creating breakthrough momentum to promote economic growth. Many regional and inter-regional transport infrastructure projects are being implemented, expected to open up new development spaces for localities.

Social housing programs, eliminating temporary and dilapidated houses, especially housing for those who have contributed to the revolution, have received attention and been implemented by localities.

In addition, localities also performed well the work of reviewing, arranging, and perfecting the organization of the political system according to the conclusions of the Politburo and the Secretariat, ensuring the operation of the two-level local government is interconnected, unified, effective, and efficient.

Identify 'bottlenecks'

Regarding difficulties and obstacles, preliminary results show that the five localities are facing many challenges.

Typical "bottlenecks" include: Planning problems; delays in site clearance, cumbersome administrative procedures, lack of effective coordination between departments, branches, and sectors, and limited resources for implementation; scarcity of construction materials, high prices, greatly affecting the construction progress of projects and the overall disbursement rate; the progress of some infrastructure investment projects in industrial parks, industrial clusters, and large-scale FDI projects is slower than required, leading to difficulties in attracting investment; smuggling, trade fraud, and counterfeit and poor-quality goods, etc.

At the meeting, delegates reviewed the GRDP growth scenario and solutions to strive to achieve and exceed the GRDP growth target of each province according to Resolution No. 226/NQ-CP of the Government. At the same time, they objectively and frankly assessed the current situation in each province; analyzed the root causes of difficulties and problems; proposed practical and feasible solutions to resolve them in the short term and set long-term orientations.

Strengthening new dynamics

Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung highly appreciated the efforts of the provinces in closely following the direction of the Central Government and the Government, focusing on directing the removal of difficulties in production and business of enterprises in implementing tasks and solutions to promote socio-economic development. In the first months of 2025, the localities achieved many positive, remarkable and comprehensive results in all fields.

The Deputy Prime Minister requested localities to continue promoting the spirit of solidarity and unity in leadership and management; having innovative and breakthrough thinking, looking far and wide, thinking deeply and doing big things, high determination, great efforts, drastic actions, focusing on key points, completing each task. At the same time, upholding the spirit of responsibility, serving the people, focusing on directing the timely and effective resolution of issues and legitimate recommendations of people and businesses.

For the important task of promoting new growth drivers, provinces need to resolutely, synchronously and effectively implement the Politburo's "four pillars" Resolutions.

"New development drivers include: science and technology, innovation, digital transformation, high-quality human resource development and effectively exploiting the advantages of deep international integration," the Deputy Prime Minister pointed out and requested the provinces to promote digital economy, green economy, circular economy; new business models; emerging industries and fields, such as AI, big data, cloud computing, cultural industry, entertainment industry...

Along with that, review and adjust the provincial planning to maximize the potential and advantages of the new development space after merging localities and orienting new socio-economic zoning.

"Localities need to study and develop economic corridors along the North-South axis and the East-West economic corridors; develop tourism into a spearhead industry through two national tourism development driving forces; and expand industrial distribution space to the West of the Eastern North-South Expressway," the Deputy Prime Minister emphasized a number of orientations.

In addition, the Deputy Prime Minister also noted the need to ensure that local governments at two levels operate smoothly and effectively; carefully organize Party Congresses at all levels; and build a contingent of grassroots cadres with good capacity, qualities, and ethics.

At the same time, it is necessary to promote the disbursement of public investment capital; effectively exploit the market; strengthen decentralization, decentralization, administrative procedure reform, national digital transformation; promote private investment; effectively and thoroughly handle backlog projects; accelerate the implementation of national target programs; complete the goal of eliminating temporary and dilapidated houses for people with revolutionary contributions, relatives and families of martyrs and be determined to basically complete the elimination of temporary and dilapidated houses before August 31, 2025.

Regarding local recommendations, the Deputy Prime Minister assigned the Ministry of Finance to coordinate with the Government Office to synthesize and report to the Deputy Prime Minister and the Prime Minister to assign relevant ministries and agencies to urgently study, resolve, and provide specific, definitive, and clear instructions; and have written responses to localities before August 30, 2025.
