Research on establishing a Private Economic Development Fund in August 2025
The Government Office has just issued Document No. 436/TB-VPCP dated August 22, 2025 announcing the conclusion of Prime Minister Pham Minh Chinh at the meeting with the Private Economic Development Research Board (Board IV).
Regarding the program on the overview of Vietnam's private economy, the Prime Minister requested that the organization must be substantial and effective, avoiding formality.
Committee IV closely coordinates with the Ministry of Finance to clarify the contents of the Vietnam Private Economic Panorama initiative. The program needs to clearly define the theme and goals for each year, select tools and methods of organization to ensure success, and mobilize combined strength.
The Ministry of Finance urgently reports to the Prime Minister according to the assigned tasks in Official Dispatch No. 7408/VPCP-DMDN dated August 8, 2025.
The Prime Minister assigned Committee IV to research and seek good examples and effective production and business models; to carry out communication work to honor, encourage learning, replicate, and create a widespread effect; and to request other media agencies to coordinate in implementation. The honoring must be worthy, fair, and transparent, carefully reviewed and assessed, and avoid honoring in a formal way.
The Prime Minister requested Mr. Truong Gia Binh - Chairman of the Board of Directors of FPT, Head of the Private Economic Development Research Board and Mr. Don Lam - General Director, Co-founder of VinaCapital Group, member of Board IV, and other members of Board IV to study the establishment of the Private Economic Development Fund.
The Government will accompany and support the process of building and operating the Fund to ensure efficiency and correct orientation. Committee IV will report to the Prime Minister in August 2025.
Building a set of indicators to evaluate the effectiveness of implementing Resolution 68-NQ/TW
Regarding the set of indicators to evaluate the effectiveness of implementing tasks to implement Resolution No. 68-NQ/TW and assessing the business environment, the Prime Minister assigned the Ministry of Finance to develop a set of indicators to measure and monitor the implementation of tasks to implement Resolution No. 68-NQ/TW and assess the development of enterprises and business households.
Report to the Prime Minister in August 2025. Assign Committee IV to develop a set of indicators to monitor, evaluate, and determine the level of openness of Vietnam's business environment; identify obstacles and limitations of enterprises; ensure independence and objectivity; report to the Prime Minister in August 2025.
The above-mentioned indexes should aim to effectively support the Government in operating based on data; contribute to effectively supporting the transformation of business households into enterprises, small enterprises into medium and large enterprises, large enterprises to expand their scale, participate more deeply in the global value chain, develop based on innovation, green and sustainable development.
For Resolution No. 68-NQ/TW to truly come into life, the private economy needs to accelerate, make a breakthrough, and truly contribute to changing the situation and transforming the state; measures need to be taken to remove institutional obstacles; maximum mobilization of resources from the whole society; application of innovation, science and technology, digital transformation; smart management and human solutions; and smooth infrastructure.
The State must play a creative role, enterprises must innovate, contribute to the development of the market economy under the leadership of the Party, the management of the State and the supervision of the people.
