Floods on many rivers exceed historical levels, overflowing dykes are being proactively handled.

Regarding the recent flooding situation on the river systems in the North, especially the Northeast region, Mr. Nguyen Van Hai, Department of Dike Management and Natural Disaster Prevention, Ministry of Agriculture and Environment said that many river systems have experienced flood levels exceeding history. Response work is being vigorously deployed by localities.

Mr. Nguyen Van Hai shared that in the first days of October, floods on rivers, especially in the Northeast region, rose very quickly, reaching very high levels and simultaneously on all rivers. For example, at Cau River ( Thai Nguyen ), the water level measured at Gia Bay station exceeded the historical flood by 1.09 m. As of 12 noon today (October 8), the flood remained at a level 0.76 m higher than the historical alarm. Worryingly, the historically high flood level occurring over a long period of time is one of the reasons for increasing the risk of widespread and prolonged flooding.

In Bac Ninh, on the Cau River, the water level has exceeded the historical level by 0.28 m and tends to continue to rise. In addition, many other rivers in the region are at level III warning. This causes the flooding area to expand, greatly affecting the dike system as well as the lives of people in low-lying areas along the river. According to the forecast updated to the present time, with the current high flood level over a large area, the flooding situation may continue for the next 3-4 days.

In this situation, Mr. Nguyen Van Hai said that the response work is being vigorously deployed by localities. With many dikes overflowing due to high floodwaters, the authorities have mobilized maximum human resources, vehicles, equipment and applied synchronous technical measures. Monitoring and handling are carried out continuously 24/24 hours to promptly fix problems from the beginning, minimizing damage to people and property.

Regarding response scenarios, Mr. Nguyen Van Hai added that with the current large-scale heavy rain and flood situations, this is a challenging and difficult problem. However, up to this point, the overflowing dikes are still being proactively handled. If the rain ends soon as forecast, the main dikes can still ensure safety.

Regarding information on social networks, which is often briefly described as "dam break" and causing confusion among the public, Mr. Nguyen Van Hai said that information reflected by the people and the press is very necessary, however, there are technical factors that need to be conveyed accurately to avoid causing confusion among the public.

Mr. Nguyen Van Hai also clarified the type of dyke or dike. These are dykes that only protect a small area, built to protect the area outside the riverbank (not the main dyke). These dykes are only designed to withstand floods at level II. When the water level exceeds level II, overflowing is expected.

“Therefore, if there is an incident with the dyke or the dike bank, the scope of influence will only be limited to a few small areas outside the main dike. The main dike - the dike line belonging to the central system - has the role of absolute protection for the residential areas inside. Therefore, people need to understand clearly to distinguish and not be too worried when hearing information about dike breaks without clear technical basis,” Nguyen Van Hai emphasized.

The water level at 5:00 p.m. on October 8 on the Cau River at Cha was 11.47 m, at some locations the flood level was close to the Ha Chau dike surface. In this situation, the Ministry of Agriculture and Environment sent a document to the People's Committee of Thai Nguyen province on urgent overflow prevention of the Ha Chau dike, responding to the exceptionally large flood on the Cau River.

Accordingly, to ensure flood safety of the dike line, the Ministry of Agriculture and Environment requested the People's Committee of Thai Nguyen province to urgently mobilize all forces, materials, means, and emergency equipment to prevent overflow of the Ha Chau dike line at locations at risk of overflow, and prevent floodwater from overflowing the dike toward the fields.

The province reviews the reserve materials for flood and storm prevention and dyke protection to promptly mobilize and handle dyke incidents when they occur. At the same time, it regularly inspects, urges, patrols and guards the dyke line, promptly detects and handles incidents and situations that may occur from the first hour.
