
The project to upgrade and expand the Tinh Hoa fishing port and storm shelter area in Dong Son commune, Quang Ngai province (Tinh Hoa Fishing Port) commenced in 2024 and is expected to be completed and put into operation in early 2027. The project has a total adjusted investment of 505 billion VND; of which 400 billion VND comes from the central government budget and 105 billion VND from the Quang Ngai provincial budget. The project is expected to improve the mooring capacity of vessels, ensure the safety of fishermen during the stormy season, and promote the development of the local marine economy . However, after two years since its commencement, compensation and land clearance for the project are still incomplete. The project covers a total area of approximately 41 hectares, but according to the Provincial Land Fund Development Center, 20 hectares belonging to 96 households have yet to have their compensation plans approved.
Mr. Vo Thanh Tuan, Vice Chairman of the People's Committee of Dong Son Commune, said that to ensure the project's timeline and progress, in March, the People's Committee of Dong Son Commune held a meeting with the project's investors and the Provincial Land Development Center to discuss implementation methods. Accordingly, compensation will be based on the old prices to ensure the project's progress. Land prices will be determined according to the valuation certificate and have been notified to the Provincial Land Development Center as a basis for implementation.

However, the legal basis submitted by Dong Son commune was not accepted by the Land Development Center. According to Mr. Bui Duc Thuan, Deputy Director of the Land Development Center, to date, the People's Committee of Dong Son commune has only provided one valuation certificate dated November 2025 from the consulting unit that worked with the locality.
"On March 9, 2026, the People's Committee of Dong Son commune sent a notice summarizing the meeting's conclusions to the Center. However, these two pieces of data (the notice summarizing the conclusions and the certificate) are not yet legally sufficient for the Center to use in developing the compensation plan and publicly disclosing land prices. Now, if the locality has a specific notice from the Land Valuation Council, we will proceed," said Mr. Bui Duc Thuan.
Besides the issue of specific land prices affecting compensation and land clearance, the project is currently facing several other legal problems. Specifically, with the implementation of a two-tiered administrative system, the project documents have had to be modified. Previously, the procedures were handled by the People's Committee of Quang Ngai City, but now they are handled by Dong Son commune. In addition, some project locations have been changed...

Acknowledging the aforementioned difficulties, Mr. Nguyen Dinh Trung, Director of the Tinh Hoa Port Expansion Project Management Board, stated that due to the Land Fund Development Center simultaneously undertaking multiple tasks, the time allocated to the project is limited, affecting its progress. In the coming period, the investor will seriously implement the directives of the Provincial People's Committee and coordinate with relevant units to accelerate the project's progress.
Due to a lack of coordination among the parties involved, which has caused delays in the project, on May 14th, Mr. Do Tam Hien, Vice Chairman of the Quang Ngai Provincial People's Committee, along with a delegation, visited the site to inspect and assess the project's progress.
During the inspection, Mr. Do Tam Hien affirmed that the Tinh Hoa Fishing Port project is behind schedule compared to the directives of the Provincial People's Committee. According to him, Dong Son commune bears full responsibility for compensation and land clearance; while the Land Development Center has not coordinated closely with the local authorities and the investor to resolve obstacles. The lack of coordinated efforts between the parties is the reason for the project's delay, and responsibility lies with the investor, the local government, and the Land Development Center.

The Tinh Son Fishing Port Project is a key project of great significance to the local economy. Accelerating its progress is not only the responsibility of all parties involved but also an urgent requirement to maximize the effectiveness of public investment. To expedite progress and resolve outstanding issues, Mr. Do Tam Hien suggested that all three parties need to cooperate closely to ensure the project is completed on schedule.
Specifically, the investor holds weekly progress meetings with the local authorities and the Land Development Center to agree on implementation methods. The People's Committee of Dong Son Commune must promptly provide the Land Development Center with all relevant documents regarding specific land prices to prepare the compensation and land clearance plan. The Land Development Center, within 5 days of receiving all necessary documents from the People's Committee of Dong Son Commune, must finalize the compensation plan and publicly post it as required.
In addition, provincial leaders also instructed relevant units to coordinate in re-examining and re-evaluating surveys and inventories to ensure the legitimate rights of people in the project area. They also requested the urgent development of a plan to auction off generated resources (such as surplus sand and soil) to avoid losses and waste.

According to the Quang Ngai Provincial Land Development Center, the supplementary inventory and survey for the project is facing many difficulties. Specifically, in the first supplementary inventory, only 44 out of 67 households signed the confirmation documents, while the remaining 23 households did not agree due to absence, inheritance issues, or disagreement on the compensation mechanism. Some land plots lack land use right certificates or are involved in disputes or inheritance matters; the records for aquaculture ponds within the project area are incomplete due to the long time elapsed, complicating the determination of the volume and value of compensation…
With little time left to complete the project, the compensation and land clearance process remains chaotic. It is uncertain when the Tinh Hoa Fishing Port project will be finished.
